I propose the following peace terms. Indus Valley is to remain Persian and the borders are to be moved back to the pre-war borders. Residents of the Indus Valley who wish to go to Gurjat can do so in the 100 years after the end of the war. Futhermore the Indus Valley is to be demilitarised for 10 game turns and a non- aggression pact to be signed for that same time to be renewed when it expires.
What do we gain? Nothing. We feel there should be some compensation to the people of Gujarat, not just demands of "withdraw from Persia and we'll let your people back to your place". The problem with that being that they already are within the soverign territory of Gujarat as claimed by this dynasty.

Listen, we understand that the only reason that your people came to be in the Indus Valley which is under Persian rule is that you came there first, lost a war, and had to surrender that province in the peace treaty. Correct?
Thus, you have FAILED to protect that land and thus lost it and all the LEGITIMATE claims towards it.
A compromise? Perhaps this - You pay one economy level to Persia for damaging its iternal commerce, and give up all claims on the Indus Valley. All the people who want to live in Gujarat will be allowed to move there within ten years after the peace is signed.

We propse this peace treaty:
1) The Province of the Indus region is to remain Persian, however, it shall be ruled as an autonomus province, its laws will be made separately from the rest of Persia (though it will still be subject to Persian laws, the Persian laws will be given priority), so that the special circumstances of the region can have laws that conform to it.
2) No missionaries from any nation are to be allowed in it, other than this, it should have a relatively open border with Gujarat so that people can move freely to and from Gujarat just as they can from Persia.
3) No Gujarati troops are to be allowed in the Indus Province and we give up all claims to the Province.
4) No reparations are to be exchanged, as all sides involved have suffered enough from this war.
5) No vengeance operations are to be undertaken on any Gujarati nationals in the area, and they are to be left with their old positions of power.
6) Gujarat and Persia Sign a Non Agression Pact lasting 1000 years (10 turns) which will be renewed at that time.
