oh, I dont plan to talk to the Chinese really. Just scare the other clans into subservance, with talk of the big round chinese empires that could swallow little ol' nippon if we dont unite :(
 
very nice update NK; both in quality and content- I'd say its amoung you best for the content, but the quality of it was what impressed me most about it :)

the map is also pretty awesome; how do you like the style of the jagged one-pixel borders anyway (like I'm using on my NES, and I noticed make an apperence somwhat in your current map) personally, I didnt liek them at first, but the've grown on me; I think they look best when thier are a fair amount of other real nations on the border (my next update will be a good example; several new nations appear)

as a note, EPirus shoudl be MUCH further south; modern day Albania for example, only contains the northern tip of the land

OOC: NK, I think I should argue out some stuff for Syria. :mischief: Shouldn't I have gotten an economy level for all those captured (and much-trading) cities? And another for all those slaves? Besides, you DID say that my nation was enriched... Also, didn't I get any volunteers from the cities that gave up peacefully? I am sure there were some youths there who wanted fame, glory and loot, and a chance to see the world, meet interesting people, kill them, then visit exotic faraway cities and plunder the hell out of them.

Hrragr sighed with relief and nodded. The low-rank walked away. Hrragr wasn't as excited as the low-rank was, ofcourse, as he knew much more then he did on the nature of their target.

Well, at least he was dead now, thought Hrragr.

"Well?" - Brroar - another one who knew the truth about this one - walked up to Hrragr - "Results?"

"We killed him. He is dead."

"Dead..." - said Brroar quietly - "Dead. For now" - he added grimly.

Hrragr nodded.

"But he will be back." - said Brroar.

"I know, I know..." - replied Hrragr, with sadness - "Sometimes I think it is futile. This is the FIFTH time we alone killed him - and ours is not the only iceberg that is hunting him down throughut the Nesverse..."

"So do I..." - replied Brroar - "But enough of that! We killed him this time before he could cause much trouble, and that too is an accomplishment."

Hrragr nodded, but he still was uncertain. Indeed, it was the fifth time they killed him. But even the polar bears were powerless here - Von Dunkelheit always comes back.

You want a bloody economy AND volunteers from the cities? If I gave that to everyone who conquered a few measly villages we'd have nations running away with more money then they'd know what to do with... :p

I might give you something, but be patient.

The current Shu Calendar begins after the Death of the Yellow Emperor at 2598 BCE as 0 DYE (Death of Yellow Emperor) with any dates prior to that as how many years before the Death of the Yellow Emperor with the title BDYE. For example, 10 years before his death would be 10 BDYE.

It wasn’t authenticated by the Shu Ruling class as well as the priesthood until 1900 BCE, or 698 DYE due to the fact that the Shu Imperial Lord desired to expand the cultural influence of the Shu Nation as well as the Cult of the Yellow Emperor. In order for the Cult to gain a larger significance beyond the simple Polytheistic beliefs (considered barbaric by the Shu people) of the other Chinese States, the Imperial Lord Xi La ordered the construction of a grand Temple to the Yellow Emperor to show the power and wealth of Shu.
 
Don't worry, I will ALWAYS find something to do with my money. ;) Besides, I conquered THREE cities with one more submitting without me even asking them to. One'd think that would make me richer.

The insanity-genius, the unordinary tactics and the fact that the polar bears bothered to send by one of their best flying icebergs (something rather risky, as icebergs are meant for much colder climates) tipped me off. :p

The Government of Ravenna

Consul
The highest elected official, elected for 3 year terms, may be reelected 3 times, unless the Senate, Nobilitas, and Tribunate all hold a vote, and give an extension: must then be ratified constitutional by the Triumvir Judges (the highest court officials, three sets of three), and Tribunes (The Senate and the Tribunes are both representative of the people. but whereas the senate is representative of the entirety of society (and thus accorded the greatest amount of importance), the Nobilitas is the council of the rich, and aristocrats; to balance this out, the Political Tribunes were established to safeguard the people against the workings of Oligarchy)

The Consul is again, the highest political office, the one that gifts the most direct power to any one man; this is because many times timely deliberation is too slow to offer an effective course of action, and on the fly choices must be made; he has no jurisdiction over law, and limited jurisdiction over the military, to where he can give assent to military action when needed, though (Military) Tribunate is responsible for the allocation of forces (since the Consul is technically a civilian position, it is best left to professional military planers as to specifics of a war)

the Consul, having numerous (but limited) powers, is also the high diplomat of Ravenna

-the Consul is elected from 5 candidates, weeded out of 20 submitted by the senate and Tribunate, by the Peoples Tribunes and Nobilitas in compromise negotiations (generally, a hardliner from each position, the Civilian Tribunes and the Nobilitas, one from each whom is more centrist, but still leans to one or the other, and the last spot is open for a pure centrist candidate)- the election is then given to regional councils and Senates whom vote according to what the populace wishes, for needs, and otherwise in their best interest; in some cases, they vote according to an actual vote given to the people, and vote proportionately (this is because aside from the annual census, it is hard to conduct such polling, thus representatives are needed to vote in the best interest of the people they represent; these representatives how ever, are directly voted by the people of their region)

The Senate
The Senate is the greatest single Authority in the republic; representative of everyone in the republic, weather they are an official citizen or not, it is a great honor to be included in the main body that convenes in Ravenna daily .

Strictly speaking, the “Senate” can be divided into two bodies, that are both termed “The Senate”, because of the official senates duty to represent the entire population; because this relatively marginalizes the aristocratic elements in society, they have their own private chambers separate from them, it is often viewed (and rightly so) as the “popular”, or “Peoples house”: because of this, the senate itself is combined with the popular voting of individual citizens, and the voted given by town councils to create the greater body of the senate, the great voice of the people.

The Senate body has the most responsibility, particularly in fiscal matters of keeping the treasury in surplus, and bestowing to other branches of the government funds with which to operate on; every year a month is dedicated to allotting money to each branch of government which to operate on, and obviously may vote later in the year on matters regarding the need of more funds.
Because of the deliberating, and senate debates and compromises, the treasury, generally, is kept in surplus, excepting national emergencies.

Along with the Military Tribuneate, the Senate has military responsibilities regarding any drafts that may be had, and military funding (the M. Tribunes sum up the expenses of the military in the previous year, what the expenses were on, how wars went, what losses were incurred, what worked well, what didn’t work well; the specifics are kept under wraps with the exception of how much money was spent, and how much is thought to be needed)

Along with the Tribuneate and Nobilitas, its responsible for setting taxes, and with the previous two, and with the Judges, (in particular the Triumvirs) establishing any new laws or judicial codes that may be needed

Military Tribuneate
Unlike most nations, which freely mix the head of state (most often times a king, prince, or some other form of royalty) as the full head of the army, Ravenna, learning from its kings, dose not do so; rather, while the Consul and Senate have the powers needed to in act the military in particular situations, it is a military council, filled with skilled and seasoned commanders and marshals; from fast think strategists eager to hit the enemy in new and thoughtful, and unorthodox way, to older war hawks more willing to take a tried and true approach; the result is an effective military council that is prepared to do whats needed with what they have, and never sending unprepared men into war, or with faulty strategies; this is why in such a short time Ravenna has dominated so much with little casualties; it is seasoned marshals making the calls on the battle field, not politicians back in Ravenna, or the highly annoying “politician generals” that plague many other nations (An example of this is little Latium in the south, who’s own republic is rife with internal divisions and strife because of that exact failing; but Latium’s government swings a bit more towards the line of Oligarchy then popular rule as compared to Ravenna)

The Military is entrusted with safeguarding the borders, but whos authority dose not stretch into making active conflict, only defending what we have, unless the consul or senate makes it clear that its mission is to take on the role of active war maker

A commission on the Military Tribunate is open to any soldier; who ever, if on the Tribuneate, they may not partake in any other branch of Government outside of it.

-To gain a truly balanced opinion and grasp of military matters, the Tribunate is divided in authority between field commanders, whom can make immediate, quick, and informed choices, the greater council in Ravenna, which can make broader, more thought choices regarding a military campaign

Nobilitas
The Nobilitas is the council of Nobles whom have not entered military service, but rather have substituted sending a marshal and a company of troops into the Optimates. The Nobilitas is, quintessentially, a paper tiger; after the bloodless coup, the nobility lost its powers (but titles remained, as personal and family pride has always been a part of the culture, and the idea of being bestowed a family title was and is attractive to many- as well such a badge of honor should be) But it was understood that the innate financial, and lifestyle differences between the rich and the middle class and the poor were two great fully intertwine, and so the different great houses of government: the Senate representing everyone, but obviously, mostly the middle, and lower income brackets of society, The Nobilitas, representing the rich, aristocratic elements, and the Tribunate, representing more strictly the Middle and lower incomes, but where the Senate really takes the position of the lowest, and largest strata, the Civil Tribunes take on the role fo more firmly representing the middle class in government (but not neglecting its other representative duties either) Primarily the Nobilitas is an advisory council for the senate, giving that segment of societies views on law, on rights, on society and so fourth, and has some jurisdiction regarding tax policy, law, and citizens rights.

Civil Tribunes
The Civil Tribunes, are the direct counter balance to the Nobilitas, and have the same powers of state regarding tax policy, laws, and citizens rights (in addition though, Tribunes often provide lawyers for those whom cant afford them in courts of law) The main difference is that they have a role more representative of the middle class where the senate represents the popular body of the masses (and so takes on the role of representing the largest segment of society, the working class, as it should) so tog ain a more balanced opinion of matter the twin advisory councils fo the Nobilitas and Civil Tribunes were created

The Judges
As one might suspect, the Judges sole realm of Jurisdiction is law, but it’s a very important realm of jurisdiction; responsible for sending out circuit judges (Judges whom are transplanted every few months- to a few years to a new township, or region or province- you get the idea, depending on the scale of the court, to prevent corruption)

The main power of the judicial body is in the highest court (courts are “graded” by town court, city court, provincial court, regional court, and finally, the national court, the Triumviral Court) That of the Triumvirs. The Triumvirs are three groups of three judges three chosen by the Nobilitas, three by the Civil Tribunes, and three by the senate, with two minor presiders, one selected by the Consul, another is chosen by the Military Tribuneate, to deal with how the military courts operate, and preside over those. As such, the Judges have the very important role fo decideing if the rest of government is actually legal in doing what it dose.

The Triumvirs deal with legality of other court cases, and the constitutionality of lesser court choices, as well as political choices, and upcoming laws; they also have the final jurisdiction over civil militias, rather then the Military Tribunate having such jurisdiction
 
Orders: (I have 3 eco points to spend this turn. Got 1 extra from that pink nation next to me.)

-Build 25 galleys (or junks, whatever they’re called)
-Recruit 500 archers.
-Load all 25 junks with 2500 archers.
-Expand in all directions, with emphasis on the area between Shu, Chu and me. The 500 remaining spearman will build roads to these new areas, as well as defend them.

Operation <insert cool name>

Phase 1: The first phase will consist of a battle at the yellow sea near the Song coastline. The idea is to overwhelm them with our superior numbers, since the pirate’s forces will be split, with the majority near Chu. The first battle will occur on land, where 500 spearmen will attempt to take over the pirate’s beachhead there. 1000 Archers will reinforce them from the sea if necessary, as shown in the map (the red line heading out from the river). After this is done and the pirates have been driven off to sea, the other 1500-archers/15 junks will head out from the other port town and attack the pirates from two sides. During the battle, try to kill as many of the pirates as possible with the archers. Try to avoid taking the ships down (since I want to capture them for my own use...). If it’s absolutely necessary, however, the pirate ships can be sunk as well. At the end of the battle, make sure to let an opening to the south for the pirates to escape. When they do escape, the 25 junks will group up and pursue them. Move onto phase 2.

Phase 2: The second phase will consist of a battle involving the Chu as well. On land, an army of 1500 spearman will march down along the coast toward the pirate territory (in doing so do I get the land along the way too?) and attempt to capture the land there. They are much better trained/equipped than the pirates in terms of land combat, so it shouldn’t present too much trouble. While moving, they’ll always send scouts ahead to know about the enemy’s strength. (If they can’t get as far as the arrow indicates, then stop them wherever you deem fit, and they’ll hold their position there/consolidate their gain.) Afterwards, the soldiers will build roads with them when they head back. On the sea, the remnants of the pirates from the yellow sea area should flee to where their leader is. When my (the song ships) have reached the mouth of the river or around there, Chu will begin their assault. They’ll begin by sending fireboats down the river into the captured city’s harbour, where the pirates reside. This should create confusion. They will then attack with their 15 junks, going along with the current of the river. The pirates at this point will realize they have to make a break outward to the ocean, if they don’t want to be boxed in and slaughtered (If they don’t flee then my ships will go in and sandwich them there). When they try to head out, attack them with the archers again, but let them flee toward the south only. By creating an opening to the south, not only can I lead them where I want to, they’ll think they have a chance of escaping, so they won’t think they have nothing to lose and go all out against us. Move to phase 3.

Phase 3: Basically, by this time, the pirates will be very battered/tired. The combined naval might of Chu and Song will cause them to keep fleeing. The last part of the plan is to have the Tong come up from the south/ambush them there and it is there we end the operation. By this time, after sailing so far just to see there’s no way out, they should have feelings of despair. Their fighting capabilities will be seriously hammered too by this time, so it shouldn’t be too much trouble to finish them off.


NK, if the battle plans aren’t detailed enough, tell me and I’ll give more specific orders concerning the battles.
