its not smart to let your sailors elect a popular admiral who could in the future offer a popular choice for a rebellion to orginize under, and regardless, no army where the overall commanders are elected works; very rarelly wil they elect soemone who is going to be tough on them, or put them in th eline of danger, which is why a high military council needs to appoint commanders based on merit, and previous work.

FYI, most of East Europe is filled by Pannonia, Ravenna and what will be Tauri (Cimmerians in Ukraine) after this turn.

all that said, it'd be best, I'd guess, to put him, in... ahhh...well,since all said, he's fooked if he starts down south by Pananonia or the Tauri,and expects to conqoure either, as it shoudl be apperent that going after one ro both likelly isnt going to result in a very pleasent experience, I'd guess the area of Norther Russia between Novgorod, and Mosco woudl be a good area, particuraley since he's leaders name is Slavic anyway.
