I think the practical problem with stock buybacks, as well as mergers, is that its coming often from public funding to some intended end. A company might be critical in something important, and we want more of it, and they're qualified to expand it. So we give them money, and then the use that public money to make their company more private, or agglomerate and shore up their, basically, monopolist position without producing what the money was intended for.
