Australia was made a dominon in RL in 1901, the act for it being passed in 1900.
New Zealand followed suit in 1907
Canada was a dominon in 1800's

In other words while a dominion at this time was independent and had its own armed forces, they would follow the Empire lead in diplomacy. This changed in Canada in 1932 when they had a fully independent foreign policy, New Zealand in 1937 gained this right and in 1940 Australia followed suit.

First they seized the factories and ports; then they seized the cities; at last, the revolutionaries have successfully captured the capital. Revolutionary leader Pancho Villa has declared himself Chairman of the newly declared ‘Soviet Socialist States of Mexico,’ and installed a Communist government. He has assumed all roles as leader of the new nation. Following his inauguration, thousands of Mexicans took to the streets in celebrations and parades. In his first act as Chairman, Chairman Villa ordered the immediate arrest of all of Madero’s ministers and cabinet. He has ordered the dissolution of the parliament and the establishment of a new Workers’ Congress. It is not yet known how the rest of the world will react to this revolution.

Communism is prominent in Germany, and Austria, nations devastated by the war, as well as central and south america
