I don't like grafting even more special rules on founding a religion, then I'd rather turn it into a religion that can only be founded through scripting.

I wonder if we should make it founded by conquring Jerusalem? Maybe make the city more appealing to the AI? (historically, Judaism moves from a series of local cults to a religion with the exile)

Between Egypt, Babylon, Phonecia, and Persia; I find it hard to belive that Judaism won't get founded till the Alexander or roman script kick in. Regardless, it will ensure the spread of the religion into the appropaite areas.

If AI babylonia discovers Monarchy after Persian spawn, then only human Babylonia will found Zoroastrianism. This isn't of a problem, or is it?

Yes, it's just weird that the Babylonian goal ends with founding Zoroastrianism, which is ahistorical. But considering that currently the Babylonian UHV leads to founding Judaism it's still the better setup, because at least all the other issues with Judaism on Priesthood are avoided.

What if Monotheism triggered both Judaism and Zoroastrianism depending on some secondary tech rule.

In other words, Monotheism triggers Judaism when the civ also has previously researched (insert tech here) and Zoroastrianism when the civ has previously researched (insert tech here). This as a temporary solution, since I guess with the expanded tech list in HR you'll be able to choose two diff. techs as triggers. Alternatively, a popup could ask the player if they wanted to found one or the other.

Depends, it's better to find an intermediate solution until then, as long as it doesn't take too long to implement.

Judaism at Monotheism and Zoroastrianism at Monarchy doesn't sound too bad as a temporary solution. The Babylonian UHV is only relevant with a human controlled Babylon, and even then it's still more historically accurate than Judaism being founded in Sparta or Varanasi.

In his development diaries Leoreth noted he is rethinking his intention of rewriting the entire techtree as a techtree built on AND-principles (great for clarity) and is considering now rewriting it as a techtree built on OR-priciples (with some AND-principles added) (which is great for different strategies).

I would like to encourage him to (also) add IF NOT-principles (because some earlier technologies actually perform (in certain situations) better than contemporary ones and some technologies became obsolete by more recent inventions)

Just popped to mind that Konrad Adenauer would make a good late-game German leaderhead for his decade-spanning Chancellorship, his stewardship in guiding Germany from an autocratic tradition to a liberal democracy, and his success in reintegrating his country into the global community and rehabilitating its image and reputation just a decade after the second world war.

Nah, that's a ridiculous condition that has never been applied before. Considering that no LH exists for those leaders ...

The patriarchate is represented by Hagia Sophia. Moreover, orthodox piglrims go to Jerusalem not Constantinopole.

Actually there are many Patriarchates in Orthodoxy. There were also 5 sees in early Christianity: Jerusalem, Antioch, Alexandria, Constantinople, Rome.

Jerusalem is where Jesus died, and reportedly resurrected. The first bishops and Christians where Jewish, so there is a lot of reason why Jerusalem is significant.
