New Rules Added:

Metropolises. This will give you the option to "upgrade" your cities so that they produce +2c instead of just +1. I want to emphasize this as an option for most smaller nations who don't have much in the way of expanding militarily anymore. That's why I want to develop some system that is tied to your current size. In order to upgrade one city, it costs half of your turn's gross income. This of course is just the cost, the money doesn't have to be just your income (loans from wealthier countries could help with this....).

I am expanding of the remaining major neutral countries to play a more interactive roles. The remaining major neutral countries (examples: Canada, Kazakhstan, Afghanistan, Congo, Thailand, Venezuela, etc) have small stats on the front page that will reflect their military sizes. That way we can actually have these major alliances and treaties that are springing up have some effect. This means that these nations will have the option to send expeditionary forces, fight each other, and fight you (invasion including). The smaller countries remain unable to participate in offensive events.

Civil unrest will now take place in occupied territories, and even home territories if things are bad enough. You may want to invest in the future in these new "Military Police battalions" that will occupy these territories and help suppress rebellion. These cost 1c each, and can only act in a defensive manner (no offense!). They are never a part of armies, they remain separate entities. Territories more prone to rebellion are larger territories (both land and population), territories where the people are vastly different from your own, and particularly bad fights. Cities affected by a rebellion will be deducted from your income. Particularly strong rebellions may need the attention of your regular forces. I will wait about three turns before implementing this rule on already-occupied territories.

I can make 2 metropolises in 1 turn by spending the whole of my IC for the turn, correct? If we wish to upgrade only 1 city, do we need to round up, or round down if we have an off number of IC?

Since Police forces aren't part of armies, we don't have to A. spend 10 jack on creating a "police force" and B. don't have to waste money on training for police.... Am I correct on these assumptions?

Decloak: I think he means things like Russia having Georgia and Belarus or the EU having, well, its constituents.

They are still subject to uprisings, though not nearly as much as those that you conquer. Most of the countries that started out within a state joined voluntarily.

Yes, you can upgrade two cities in one turn. Ignore fraction (so round down) when you need to.

You do not have to spend 10 jack on creating a police force, nor waste money on training (they all have the same training), and there is no upkeep cost (yet, I may change this though, according to how it plays out).

@Jason, Just wondering if you would be adding ICBM's to the front page at some point. It's been few turns since first players researched advanced nukes which ought to make ICBM's buildable.
