To Vietnam

The training exercise (and the consequent unfortunate event) was conducted in international waters. You do not need anyone's permission to launch any investigation onto a matter where the Pacific Union is quite clearly and obviously in the right.

Let us put it this way, the sources for your information would be... South African eyewitness accounts. We all know the Pacific Union's take on this. What would you find in your investigation? Nothing that hasn't already been iterated many times by the Pacific Union - either that or you will just use it as a pretext for war.

This incident does NOT involve you for several reasons: -

a) The incident happened in international waters - particularly the Gulf of Thailand
b) It is a matter between the Pacific Union and the People's Republic of South Africa,
c) Unless somewhere along the line, we have missed the fact that Vietnam has suddenly became suzerain or sovereign of the PRSA, I am quite sure the South African government is perfectly capable of being its own mouthpiece.

So, we suggest leaving our diplomatic channels open for more relevant and important matters.

Yes, we will take in South African eyewitness accounts...but we will also see if we can't find some of those dummy rounds, to see if they were, in fact, dummy rounds. The reason why we initiate this study is to see who was at fault, who caused the incident (PRSA overreacting or Pacific Union provocation). If the investigation shows that you were in the wrong, then we will push for compensation, and we will push hard. If the PRSA was at fault, we will give you our apologies for all the banter. If you had done as you said you have, you should have no problem with us finding results.

As we said before, the only things that will stop this investigation is if the PRSA or the Pacific Union declares responsibility, leading to either compensation to the PRSA, or some formal apology being made by the PRSA for making assumptions.

As we have already mentioned, the incident occurred in international waters. Unlike some other nations we are both acquainted with, I do not presume to interfere in other people's affairs in international waters.
Your investigation is none of our business. Of course, I believe it will be a given that your "independent" investigation will nett a result in South Africa's favour, considering Vietnam is a totalitarian state without the freedoms inherent in liberal democracy. But as we said, it isn't our business to interfere.

let FUSEAS investigate then. I will give them eyewitnesses to help them clear up this mess as a third party/
 
Clearly, the PRSA did not understand the Pacific Union's position in this matter.

We already know very well that we're in the right and (to reiterate) are not bothered with whomever wants to make an investigation. We only know that in Communistic solidarity, Vietnam will naturally rule in favour of South Africa - something which the Pacific Union doesn't really care about either.

I appreciate your level headedness in this matter. I proposed a fair deal to the turks. One which you even agreed to, and they would not have it. It's all or nothing for these brigands, so we must meet them in their challenge.

Terms are...

-All the states northeast of rhode Island. This includes Massechusettes,New Hampshire, Maine, etc...
-A one time payment of 5 IC to the UIS for our trouble.
-A Full Military Alliance is to be signed betwene the UIS and ISA. No war is to be entered into offensively without one party consulting the other first.
-The UIS is to withdraw our support for Canada, and allow for the ISA to continue their adventure unopposed by the ISA. Our support for Canada wasn't because of a friendship with Canada, rather a settling of a score with the USSA, who showed public disrespect to the UIS.
