Anti-Air Gun - 17 (20-3) Never used that because of poor AI airforce
Battering Ram - 20

Observation Balloon - 21 (20+1) Very usefull for bombarding cities from afar

Battering Ram - 21 (20+1) so easy to bring walls to zero health in one turn with this one, which robs the city/encampment its ranged strike.

Siege Tower - 17 (20-3) inferior to the Battering ram in my opinion

Observation Balloon - 22 (21+1) extra range. If I can shoot you, and you cannot shoot back, you lose.
Siege Tower - 14 (17-3) tossup on this or the ram. they're squishy.
 
Anti-Air Gun - 14 = 17-3 (maybe if the AI used airplanes)

Siege Tower - 15 = 14+1 (this plus swordsmen or knights = game over. I prefer this to the Battering Ram)

Mobile SAM - 20-3 =17 (for all the reasons given for AA guns, except these are more expensive and come later)

Siege Tower - 15+1=16 (Imho the difference between the ram and the tower is picking the tool for the job but it's great being able to bypass the walls all together.)

Military Engineer - (20-3)=17 I almost never build these guys. Don't care much for forts and the fact you have to build this unit to gain an eureka annoys me.

Siege Tower - (16+1)=17 I don't think it's as bad as people claim it is.
 
Anti-Air Gun - 14 (17- 3) Think I built one or two in my first couple games haven't bothered since as no AI air threat.
Battering Ram - 22 (21+1) Takes out the walls which stops cities firing easy after that.
Military Engineer - 17

Anti-Air Gun - 11 (14-3) Is this even in the game, or are we being tested?
Battering Ram - 24 (23+1) Destroys walls, makes a huge difference vs. not having one. Huge. Modern Armor and Helicopters benefit too. Get a Helicopter to 4 promotions, and it's just as fast. Should win easily.
Medic - 17

I am only going to vote Once in this one, because besides the Observation Balloons. I almost never build any of the others. 1 or 2 Battering rams early on, and 1 or 2 Military Engineers later on. Maybe!

Anti-Air Gun - 8 (11-3) Did not even notice that they were in the game!

Observation Balloon - 23 (22+1) Good for gaining sight on cities for long ranged (+3) units.

Military Engineer - 14 (17-3) Built this for the 2 fort Eureka recently, then whoops, forgot you need seige tactics to build forts, which is part of a pretty worthless tech detour. Annoying!
Mobile SAM - 15 (14+1) Somewhat being a contrarian here since I still haven't effectively used this, but I was nuked in some of my deity games recently so I feel like this has at least potential usage.

Siege Tower>Battering Ram, because imo you should either go full melee (tower is best), or heavy on siege units (doesn't need either).
 
Anti-Air Gun - 8 - 3 = 5 I haven't build a single support unit yet and I don't think I will need to

Mobile SAM - 15 + 1 = 16 Hopefully these guys can get buffed to include incoming missiles, seeings the AI don't every use Planes.

Military Engineer - 15 (14+1) not a good unit, but at least it has a purpose (building forts and silos) and so you use it every few games

Military Engineer - 16 (15+1) There's a Eureka tied in with two forts from this guy. That makes him better than most.
Mobile SAM - 10 (13-3) Surface to Air Missiles are a neat idea, but when the Air part never presents itself...
