Well I played 10 more turns and I'm not sure if we can win this by diplo. Alexander and Caesar voted for us again as UN secretary but abstain for diplo victory. Both Frederick and Asoka asked me to stop trading with Alexander so it's not like they're big fans of the guy. Frederick gets the majority of votes for diplo. I tried to see if I could bribe someone into war with him but no one is willing.
We may have to go for a space shot.

Played a few turns and realized that a Diplo victory was out of the question. Wanting to stay with the variant I decided to go for a culture victory. With as many gpp's as our cities are making getting a few GA's should be possible. It'll be close, but I believe we can do it.
Here's the problem, everytime I switch a city to artist the city auto switches the specialist back to what they we're before. Why is that? It does say the other specialist are forced, but I don't see how or why. How can I get the city to stay with the artist specialist and stop switching on me?
I've attached the save in case anyone else wants to look at it. Note that it is now using patch 1.61.
Also, I did attempt another shot at a Diplo victory and here's how the vote went:
