Date: Year 04 AT(After Tumult), Month: March, Date: 19th
The Ik were traditionally lead by an oligarchic government called the Wa-Ik High Council. The HC was made up of four seats, which were representative of the four most prominent aspect of Ik society. These were the Chief of staff of the National Ik Military(NIM), the Head of the Science and Research board (SRB), the Head of the Cultural Development Board (CDB), and the Chairman of the Economic Development Board (EDB). Since the founding of the first Ik habitats after the Great Tumult, the Ik people have progressively moved further and further away from this oligarchy style government and towards a Republic. Many have suggested that the driving force behind the growing public support for a more centralized form of government, as well as a more representative governing body, came from a single event. The arrival of the Akresians to the Errai system.
During the first years of habitation on Errai V (dubbed Taik by the locals), efforts to communicate to the Al’, system neighbors of the Ik, were consistently rebuffed and at times, met with open hostility. The Wa-Ik High Council became increasingly cautious of the Al’ as public opinion of Al’ began to plummet. Segments of the population began to protest the unwillingness of the High Council to act, claiming that in action would lead to destruction. The NIM Chief of Staff began to put increasing pressure on the other members of the High Council to increase diplomatic pressure on the Al’ to communicate. However both the SRB and CDB factions were adamant that diplomacy between the Al’ and Ik should be approached with the utmost caution. The EDB seemed to support the S&RB and CDB positions, however they stated that if the Ik were to continue stable economic growth, trade between the Ik and Al’ would have to be a priority. It seemed that NIM would be snubbed in favor of a more passive diplomatic dealing with the Al’
However, the following year (03 AT) the appearance of the Akresian Lonewolf spaceship changed all of that. When news of the Lonewolf’s size and armaments reached the Ik populace on Taik, public support for the SRB and CDB factions, which had previously been quite strong, became virtually non-existent. With their support gutted, the S&R and CB were forced to cave to NIM demands. The EDB however, simply switched its position, claiming that economic development could not continue without military security. Thus the NIM rose to prominence within the High Council and, in only a few days, commissioned the creation of the first division of the National Ik Army (NIA). Meanwhile members of the EDB, including the Chairman, became the chief financial backers of the NIA, and almost exclusively provided the weapons and armor required to equip the NIA. Some voices protested the EDB’s position, claiming that they simply switched sides for political and financial expedience, however spokesman of the EDB stated equivocally that the EDB was simply following the public will.
Nearing the end of 03 AT, news of the Akresian deployment of their “Enforcers” reached Taik, shocking many of its citizens. Members of the space colony were especially fearful of the growing Akresian aggression. The High Council was slow to react, as both the SRB and CDB factions continued to try and stall any action by the NIM and EDB. The EDB itself was not entirely sure the current political trajectory of the NIM was in their best interest. Coupled with the growing size of the Ik nation as a whole, the High Council simply did not have the bureaucratic speed to handle the now myriad of issues facing the population. With over crowding in both the space colony and both settlements on Taik, pollution concerns due to the creation of more mines, the Hashi Swamp incident where nearly 3 million Afshati (Ik Currency) was lost and the seemingly dire diplomatic situation, the High Council, even united, could not hope to deal with all of these problems while their bureaucracy was so divided. Thus on the 13th of Febuary, 04 AT, a special secession of the High Council was called to address the clear governing inefficiency.
The NIM were in favor of a much more centralized approach to governing, naturally, which would have the NIM as major players in government policy and allow the Chief of Staff extreme executive authority. The EDB however were, for once, in agreement with the S&RB and CDB factions, who proposed a much more representative government. After two weeks of back and forth the High Council finally presented a new constitution which would greatly restructure the hierarchy of the current government. According to the Declaration of Representation the Wa-Ik High Council would be abolished, along with the NIM, EDB, SRB, and CDB. In their place rose the Republic of Ik, which was made up of the following bodies
The Prime Chancellor of Ik:- The Executive branch of the new Ik government, under the Ik constitution the Prime Chancellor and his office is responsible for signing laws passed by the NSRI as well as maintaining the size and strength of the NIM. He also has the power to veto any law passed by the NSRI, past or present. The Prime Chancellor is elected by popular vote and serves a term of 10 years, after which he may not run for the office of Prime Chancellor ever again. The Prime Chancellor is also responsible for all foreign diplomacy, declarations of war, and any expansion or founding of settlements.
The National Ik Military:- Though dissolved by the DoR, no one could really think of a new name for the Ik Military. However, though it still bears the same name as its predecessor, the new NIM has significant restructuring. In particular it is now subservient to the office of the Prime Chancellor and the Prime Chancellor himself. However in a time of war the Chief of Staff of the NIM carries blanket command over all military forces. However, the size and funding of the military is still determined solely by the Prime Chancellor. They also have the luxury of commanding the all Regions which have a population size of 1, which are considered military bases until their population swells further.
The National Senate of the Republic of Ik:- Made up of only one legislative body, the national Senate numbers at 42 (each region receives 3 senators per population, Alpha habitats are not represented). The NSRI, in addition to passing laws that apply to all Ik states, however all laws must be signed by the Prime Chancellor. The budget of all government departments is also passed by the NSRI. The NSRI may overturn a veto by the Prime Chancellor, past or present, by a 2/3rds majority.
The Prime Judicial Department:- This is made up of 11 judges who may take any case, civil or criminal, and grant their ruling on it. Their ruling may not be overturned by anyone, including the Prime Chancellor, however they do have the power to overturn any ruling made by a lower court, past or present. The PJD has the sole responsibility of prosecuting all other branches of government (including the Prime Chancellor) should they break the law. All judges are appointed by the Prime Chancellor, with NSRI approval and hold life terms.
The Department of Scientific Research and Technology:- The DSRT, successor to the SRB, is responsible for all scientific research across the Republic of Ik, which are considered public institutions. Though they receive a large portion of their funding from the NSRI, private organizations are permitted to fund projects. Consequentially the majority (some where around 60%) of funding for research comes from private organizations. The head of the DSRT is elected by popular vote.
The new Constitution of the Republic of Ik was ratified by popular vote on March 5th, 04 AT and represented a conscious shift away from the some what chaotic past which the Great Tumult caused and towards a new and brighter future. In the weeks following the ratification of the new constitution elections for the NSRI, the DSRT and the Office of the Prime Chancellor were under way. Along with the new government, new political factions came into being, of which three were a most influential.
The Farheth Solani Faction:- Compromised mostly of the more conservative elements of Ik society, the Farheth advocate a strong focus on home defense and development. The Farheth faction mostly argues that, without a strong home defense, and growth at home, projection of power abroad and economic growth is impossible. Some sectors of the old NIM also back the Farheth
Mukta Al’Hassan Faction:- The Al’Hassan are made up of members of the old EDB and few key elements from the NIM and more conservative individuals from the DSRT. Mostly supporting rapid expansion and space colonization, the Al’Hassan have been a strong promoter of expanding both the army and the space fleet. Most of the time they are at odds with the Farheth
Rasheed Faction:- One could call the Rasheed the moderate faction of Ik politics. Made up of mostly the DSRT and middle class workers. Most of their appeal comes from the simple fact that they support half of what the Al’Hassan and Farheth, thus gaining many votes from people who would other wise choose between the more extreme view points. Because of their influence within the DSRT, the Rasheed have quite a bit of control over policy regarding the development of new technology, which has been the center of the debate for quite some time.
After two months of campaigning, the Rasheed faction, lead by, Hezbul Rasheed, was able to take the Office of Prime Chancellor. In the NSRI’s 42 seats were also claimed by the Rasheed Faction, who swept the elections in the Space colony and barely managed to carry home half of the Taik votes. The Al’Hassan however have managed to secure enough seats within the NSRI to force the Rasheed faction to court them if they want to get anything of merit passed.
With Primce Chancellor Hezbul Rasheed inaugurated on the 17th of May, 04 (AT), and the NSRI coming to their first session on the following 20th, the Republic of Ik finally comes into existence.
