The last 6 months had been hectic and for the former PI of the Kations toxic to his leadership. The moderates in the Cybernetic party had taken over in a political coup, ousting the Hawkish clique in as their support within the part collapsed.

In power now was the first PI from the planet Zavi V a Cybernetist who had seen the positive affect of the drive to colonise the rocky planet. However, she understood the importance Zavi VIa, and had read through the reports on the process's of terraforming the planet and whilst she felt that the next few election cycles depended on the fundamental issue of expansion into the inner worlds.

So whilst the issue of terraforming had been violently opposed by the former PI, the new PI had simply said it was a longer term goal. The problem here was that a new situation was likely to occur before terraforming could be seriously considered; Security. Engineers had taken what was show by the IP fighters that the Kations had available linked up with some scientists and presented some simple design schemes.

Lastly a clique of scientists had presented the idea of further research into energy could reveal a form of IS travel. The ideas were very contentious in the scientific community but surprisingly it was one of a few solid leads into IS travel.

The Future of Zavi VIa: Findings of the Office of Scientific Research

Forward by Ser Jonas. Hon Member of the Upper House.

The long term ideological bent of the Kation people depends on how we think of ourselves in this period of post Tumult expansion. The mission statement of the initial team of scientists has among other things led to the political divisions we still see present today. However it is to the fundamental reasoning of the mission statement that I wish to concentrate on.

"We wish to mold a peoples that does not seek to conquer the Galaxy, instead we wish to create a people who can live in harmony with the dangerous planets of the Galaxy. Because every planet is different, the simple fact that instead of imposing a common peoples across the Galaxy we will have each planet with a unique flavour of humanity that is best adapted for its planet. Thus we will be united in our Diversity. Thus we will survive the next Tumult" [1]

What follows in an extremly dense and in places scientific report, its likely that only the large number of scientific graduates in the Kation government make this type of report understandable

A Summary of the Findings

Adaption to the Toxic environment of Zavi VIa is possible and would be a good starting point for the beginning of adapting the Planet to our needs.

Heating the planet to melt the ice would have to be done in lockstep with creating an atmosphere to ensure that the gases given off in such a process are not simply lost to the depths of space.

Finally the introduction of a carbon biosphere, this should, as far as possible, be done as to maintain the fundamental character of the planet it is probably much cheaper and cost effective to meet the nature of the planet half-way in this regard.

With such changes to the planet it is possible to more than triple the current planets food output, although the material output is likely to remain.

It is estimated that in the short term the Vazan will develop the capability to contest Kation control of space, furthermore intelligence aspects think that they are aiming to develop Interstellar (IS) capabilities.

As the Department of Defence is in charge of both our societies security and the research teams working on IS travel it has become increasingly important to fund this department. Whilst we realise that the current administrations political goals have not tied themselves strongly with either the aim of exploration or patriotism [2] we wish to ensure that in the future the DoD gets the funding it requires.

-The last operation against the ‘Als was a resounding success. As planned, the Enforcer divisions were able to seize control of the moon of Errai VIII before the ‘Als could mount any coherent defense. As a result, most of the ‘Al combatants were killed before they could escape and regroup at another planet.

- Grand Admiral’s Notes

-The recent warfare against the ‘Al was deemed not as unavoidable, but rather as necessary. It is the Admiralty’s opinion that Akresia’s position and continued welfare in the Errai System is determined by Akresia’s strength and not by continuing a peaceful existence. Ever since the agreement with the ‘Als a year ago, peace was no longer a desirable outcome. Not by speeches and ‘majority decisions’ will problems of today be solved, but rather through blood and fire.

Regarding the Treaty with the Iks

Encountered some resistance among some of the more…petulant…admirals. They told me that making a peace treaty with the Ik and even paying them for it was a bad idea. They will merely betray us, like every other human society we have ever encountered. Maybe they are right. Maybe the treaty was a mistake, but I have no choice. The Iks are admittedly stronger than we are. We also can’t go on like this forever. One day, we are going to have to stop for a moment and sit down to reflect upon the past.

Also, the 5 e loss was a bit too much...

Hey I was writing it offline, from memory, and am dyslexic, you're lucky I didn't call you Milky-queses. As to the e loss, blame the random event generator, not me :p (also the Ik lost 3 e last turn to a bad event).

So anyway I'm considering making three changes to the rules systems in light of recent developments exploring the design space.

1) Recruiting more than [System Population] divisions in a single turn will result in population loss, as you can't just magic divisions out of nowhere (though a division is rather smaller than a population point).

2) Ship prototyping costs will now be changed again, now to 5+([Ships e cost]^0.95), thus rather reducing the design costs for larger ships in a smooth scale. The next ship calculator will calculate this automatically for you so don't worry about the maths. This will mean a 10e ship will cost 14 s instead of 15, a 50e ship will cost 46 s rather than 55, a 100e ship will cost 84 s instead of 105, and a 200e one will cost only 158 s. (@Kentharu, if I go with this you'll get to recoup the 1 s you would have saved on the Abu-class if this had been in place from the start ;)).

3) There will now be a 'organization' cost in s to having lots of habitats and population. This will be calculated S*(1-[Distribution]-[population]+[tech]), where S is your total s, the [Distribution] coefficient is ∑( [total pop]/x1..n )/1000 where x are the populations of your habitats 1 to n, [population] is your ([total pop]^0.5)/100, and [tech] is your total social+maths+computation / 100.

For example, the Vazan have 3 habitats of populations (9 2 3), a total population of 14, and a total s of 14. Their distribution is thus ∑(14/9+14/2+14/3) /1000, or 0.013. Their total population cost is (14^0.5)/100, or 0.037. Their total tech bonus is 0.03 from Social 1 and Computation 2. Their total inefficiency cost currently is thus 0.02, and therefore they loose 2% of their s every year. However 2% of 14 is 13.7, so it gets rounded back up to 14.

In summary this means you now get a slight cost to total s for increasing population (diminishing returns, though note you'll only start losing s on population growth once you get past the 10000 point), and a slightly higher cost for spreading that population out over lots of little habitats (as your bureaucrats have to do more legwork). This cost is reduced by knowledge of social, maths, and computation. This will all be worked out automatically for you by the economy spreadsheets too, so its no intellectual overhead for you beyond the long term planning.

Math does lots of things Kentharu, like make the internets work, you just need to be concerned with the premise (building lots of bases has a cost in s) rather than the mechanics which will be calculated for you.

About new rules 1 and 2: Yeah, it is quite a good idea. It'll allow me to design my own ship soon!

About new rule 3: at least I know that, with some more spending, I'll be able to reduce s losses.

About my government: the idea was to establish a mix between a Democracy and a Demarchy. There would be a President and a Council of Ministers, chosen by the population, but then the Senate and House would be replaced with the demarchist system, not to have a group of citizens randomly chosen and have them propose a law.

Now, a first story:

The people of the Vazan nation had been quite puzzled. Recent events had changed their vision of the world in many ways. For starters, the GAIA III computer, which had been directing their designs and the whole world for years, had reportedly calculated that its growing control over all matters would eventually develop into a dictatorship that had a 80% chance of provoking a full scale rebellion within less than 10 years, with many low-scale conflicts breaking up during that time, potential destruction of many important structures due to said conflicts and even a possible invasion, which would catch the Vazan unaware and unable to defend themselves. Thus, GAIA III had decided, based on those data, to implement a plan that would give people more freedom and control over the government, by instituting a lottery system that would randomly choose people from all over the world to discuss laws, and then shut itself down to prevent further miscontrol to continue.

Rumours went around, however, that all of that had been caused by a computer virus developed by one member of the Cyberdemarchist faction, in order to prevent GAIA III from becoming an absolutist tyrant and turning all Vazan people into slaves. Many were grateful for it. However, the Cybercontroller faction weren't very happy about it, but were forced to swallow that pill down with a glass of water, since more than a 70% of the population had approved of the creation of the Vazan Cyberdemarchy, which would prevent corruption from being established into the system, as the Cybercontroller faction had feared would occur should GAIA III be shut down.

So far, not much had been done, since the system was quite new. Only a couple of laws had been passed, approving the construction of a new habitat in Zavi II and the required structures, using the great quantity of funds that had been accumulated in the last years by GAIA III, with some unknown plan into its cybernetic mind. However, it had already demonstrated the power of the Cyberdemarchist system, since the people voting had no actual reason for going with it, save for some actual desire to help their nation.

Interesting news were also the ones coming from the Kation nation. While both the Vazan and the Kation had a similar origin, any Vazan would swear off the Kations as relatives (and viceversa), since the latter tended to behave in such an arrogant way that no Vazan wanted to be in the same room as them, let alone talk with them. However, it seemed that a more moderate faction had taken charge of the Kation government and didn't seem so brazen about their supposed superiority. The new Vazan government was glad to see that, at least, they would be a bit more able to make a deal with, without having to stand their words about their supposed superiority...

The Vazan seem more a cross between the Alpha Centauri:Alien Crossfire Cybernetic Consciousness and Free Drone factions rather than a homogenizing zombie swarm like the Borg.
