Our peace treaty with Inda has expired. Whenever the Commander of the Armed Forces has our troops ready we should declare war on the Indians.
A particular priority will be taking the cities of Jaipur and Bengal: these have access to gems, and more importantly appear to form a chokepoint to the rest of the world. Bengal will probably self-raze when we take it; we should have a settler nearby so we can establish a new city at a strategic point if necessary.
We had planned to leave India with only one city far from us (Over There). Unfortunately India managed to lose that city. Although there are some good reasons not to completely eliminate the Indians (not taking a hit to our rep is perhaps the most important), keeping them alive is probably not worth the trouble. The External Consulate therefore recommends we eliminate the Indians. For this reason I dont think we need to raze any of their cities in the forthcoming war. The war should be short, and flip risks minimal.
