Tech Web not fully loading

I started 2 games today, where on turn 1 the tech web would not load 100%. Leaf technologies could not be picked, i.e. remained invisible. (I will try again later and post a savegame if it is still happening.)

I'm not sure what good that would do if the loading stays stuck at 90plus %.

Anyway, it hasn't happened again, so I don't have a savegame.
