Term 5 - Governor's Council

Woah, wait a second. You can't just divide up all the power amongst yourselves. Look at the code of laws:

Although Whomp may hold two offices, you must first offer the position to the open public for those that don't have positions. And the Judiciary is currently rulling on whether you must wait 72 hours before ending the aplication process. This will go to the Judiciary if you simply give the power to someone else in your group.
 
the question is: is this
a. Same job (ruling cities) with a slight change
b. a totally new post

but if you want to stop them from appointing themselfves, they will stop the proces because they need to give permission at the first place
 
Wait George. Here's how we can. Which we will :evil:

Boaring Wallow has been vacant for way more than three days. Hence the governor's council can appoint me whenever they feel.

When there is a creation of states, the Governor's council decides who govern's which states. Hence, the governor's council has decided StrategyDoRK take one, and Whomp take the other.

A governor can hold one more position in cabinet or governing. Hence, Whomp can remain governor of Micilian's Gate.

Everything we have done here is legal. There have been multiple cities left without governor's for a while, and we are correcting everything.

Give me a minute, and I'll edit the post with the full sections of the code of laws legalizing everything we did.

IC. States

1. No states may be created until our Civilization owns at least five cites.
2. A minimum of 3 cities must exist in a proposed state at the time of its creation.
3. The Creation of a state requires a 6/10 (60%) majority of both the Citizens Assembly and the Governors Council.

II. States

IIA. States are groups of cities run by a single Governor.
IIB. Cities within states do not have their own Governor.

1. Governors of States may designate a civil government led by a Mayor in cities under their control.

A. Mayors may be appointed or elected in a special election depending on the wish of the Governor of the State. The way of choosing Mayors does not need to be the same for all Cities in a given State.

2. A Governor of a State chooses how many cities if any will have Mayors in a given term.

IIC. The Capital of [Name of our Nation Here] will never be a part of a state.

I. No member of the Triumvirate or the Judiciary may hold a second office.
II. Governors and Members of the Cabinet may hold up to two offices at the same time.

C) Vacancies

Btw, were not trying to rule governship. If anyone wants a govoner's postion I'm sure one of us will be happy to reisgn from one of our posts.

State 1(to be named later), consisting of Abydos, Turfan, and Old Sarai.
State 2(to be named later), consisting of Auda City, Toot Uncommon, and Ning-Hsia.

I also hereby declare

Whomp governor of said State 1
StrategyDoRK governor of said State 2

I also hereby delcare

Ice2k4 governor of Boaring Wallow (appointed by the governor's council after more than a week of vacancy of office.)

Whomp will remain governor of Micilian's Gate.

All changes will take affect after today's (and possibly going through tommorow) turn.

While this may be within the rules..it just doesnt feel right.

I agree with George that you should have opened it up...if anything just for appearances. You may end up causing more problems with the judiciary if someone got their hopes up for a governorship. BC was interested and passed over...he wont complain however.

For the sake of keeping the judges quiet...I hope you guys reconsider and ask for other applicants...we have the time.
 
I agree Robboo. My intent is involve anyone who is interested. If I simply manage Mic's Gate it's fine by me.
 
Here's what I would expect under common sense rules.

Someone who was already a governor of one of the cities in a state can take over as governor of the state without needing to do anything special, because creating the state can be thought of as converting that governor position (and deleting two more). The other governors of cities in that state must agree for this to happen. This parallels the ability of the Tri to reorganize the cabinet.

If there is an ordinary vacancy, then it must have been announced as open, and if anyone who didn't have an office applied it must be given to them instead of to a current office holder.
 
Allright, well if anyone wants the job as governor, just apply. I'm more than willing to resign from BW, and Whomp is willing to resign from his state. And the floor was open since May 1 of this month for governor positions. I assumed we just didn't have enough willing people to fill them. We had about 5 cities or so without governors (before the creation of states.)

I just wanted to make sure two people weren't going to govern more than one city/state. If you are just moving governorships around to people that already have governorship without giving anyone multiple positions, that's just updating because of the creation of states. I just want some job somewhere and I find some people talking about having multiple positions.
 
Please note that we've captured two additional cities at the last TC, Karakorum and Beshbaik. What shall we do about these?
 
I will, but we need to discuss long term goals of those cities. I believe they should belong to states as with the other liberated cities. There are two ideas I thought up.

Idea 1- Simply suck those two new cities into State 1.

Idea 2- Suck up the two cities into State 1 and transfer Old Sarai to State 2. Then each state has four cities.

Any thoughts or other ideas?
 
Well as for now (and plese if I misplell anything ive had 1 too many beers) I trust you to manage thos e two citites if you want to. We have a lot to do right now and that shouldnt be our naim concenr.
