, tho I am at work and have not seen the save (no pic?)
I think NY should carve out a settler (or two even) it should be at pop 5 by now?
I think the fishing spot city is a good one, tho personnaly i think i would have gone Settler in NY, Settler in boston, WDC i think makes a verry nice Archer-Archer-Worker factory. We need the archers, can use the workers. Also we can get settlers (now and then) from the other city's. Also this limits their growth to the point where they would need Aqua and/or to much lux (slider for actual lux we do not have yet)
WDC will then remain at pop 5 (for the same reason) carving 4 archers & 2 workers every 10 turns, NY & Boston go something like Archer-Archer-Settler (maybe an archer more cannot do the math right now, gambling an archer will take about 3 turns, the settler 4) in more or less the same 10 turns. Totaling 2 settlers and 4 to 6 Archers.
Netting (about) 10 archers, 2 settlers, 2 workers every 10 turns.
Keeping up the war effort, the worker average (atleast) 1 to a city and the expansion. Sounds like a plan to me?!
Regards
P.S. Lots of gold around, which <should> be ours
