So it wouldnt be any different if a terrorist group blew themselves up in a crowded mall as opposed to a couple civilians getting caught in crossfire in a combat zone?

The result is the same but the goal and the mission is very different. And thats what we are concerned about, the different ideologies.

If I'm dead, it doesn't matter who killed me. I'm still a dead civilian. I have made no comment regarding equalizing the motives of those who may have killed me.
