Even moving an owned object is "stealing". I guess it's so you don't carry it around with you.
BTW, some funny things I noticed... (speaking of carrying things)
You can't walk while being over-encumbered, but if you carry (with the object floating in mid-air) the over-encumbering object, you can walk fine.
If you use an ease burden spell that's say, 5 seconds from depleting, you can still reach your destination by fast traveling, even when you would normally be over-encumbered. Although, I can see the problem that could occur if your ease burden spell ran out during a fast travel (not to mention the fact that the computer would have to plot the exact course - more memory), if you fell into a river, well, you're out of luck.
