By a vote of 21 for and 0 against, Resolution 1 (the proposal to apply for observer organization status in the OIC) passes. I will post something there now.

Germany agrees with the move to accept Croatia and Macedonia but would now like to bring up another matter.

It was once said that Space is the final frontier. We as Europeans would like to conquer that frontier. Europe has been at the forefront of exploration for centuries and we see no reason to leave this new era of discovery to other nations.

So we propose this, an extension of our space program with the intended goal of being the first nation as the EU to colonise the moon. To some this may sound ridiculous but it should be remembered that a hundred years ago the very idea of travelling to the moon was brushed aside as mere fantasy.

NASA's dominance in the field of space exploration is fading and it is time for good Europeans to step up and walk forward into the future.

We propose the crreation of an upgraded space program (OOC: Project) which all member nations will contribute to in one way or another to create the best space program the world has ever known.

Mankind stepped into space alone, but we will live in it together.
 
Luxembourg is interested, but withholds its support until such time as it knows how this project is to be paid for and how the costs will be split between countries.

OOC: Tyrion, could you vote on Resolution 2 (beginning the process to allow more than 27 members into the EU)?
 
Germany votes in favour of Resolution 2.

The Space program would be funded by all member nations. We do not expect that all are capable of spending the same amount and thus we would like to look into a way of working how much each nation can afford to place into this project annualy. The other option is we leave it up to the nations themselves to decide how much they spend, as long as they spend some.
 
Germany sees no reason why we should deny this request and unless a member nation has a viable argument your observer status is passed.

France issues a decidedly strong vote of NO towards both a program to finance a space program aswell as increase the current size of the European Union. We believe that the nations of this Union fail to realize the crisis which the European Union is currently under, and that such extravagances and distractions such as an expansion of the space program - one which already recieves a good deal of funding, is erroneous at this time.

First and foremost on our minds should not be such distractions - first and foremost on our minds should be the reformation of our organization, a reformation which - according to the results of referendums in both the Netherlands aswell as France, are dearly needed. The European Union cannot continue to function effectively if it does not have the backing of the populace behind it.

With all due respect, this is not the time for amateurs, nor is this the time for amateurish action. This is the time for decisive action - not simply for its own sake, but for the sake of the issues which matter - for the sake of the continuation and strengthening of our Union.

Italy has reconsidered its position, and now stands firmly with the French position. We must concentrate on strengthening this organization, there are still many things left to be dealt with...such as a constitution.
 
The United Kingdom

We agree with France in strengthening our constitution and the strengthening of our position in Europe. However we are in support of the space program but would like further breakdown on how each can contribute and in what way.

On top of this the United Kingdom will vote in favor of allowing more the 27 member into the EU however any nation who applies to come into the EU will have to face a court.
 
Germany sees no reason why we should not strengthen our constitution and such but also believes that we are a European Union. These candidate nations are European and we cannot see why they should be denied membership solely because they dont fit the number scheme.

We are not the Union of 27 nations that just so happen to exist in Europe. while it may very well be a time for standing back and strengthening our position we believe firmly that all Europeans who want a voice here deserve one, we may very well need to help raise the opinion of the public but if we deny these nations now, later we will have to appease them.
 
France suggests that the European Union immediately begins moves to actively reform the constitution, as it can be seen by the failure of ratification in both the Netherlands and France that at the current moment, the Constitution is untenable and cannot be the framework for a future European Union. (Also alarming are the permanent postponements of any referendum within Portugal, the United Kingdom, and Poland - clearly, the need to reform arises when viewing the list of such nations).

Our recommendations for the modification of the Constitution are as follows (such modifications being conducted through a newly organized constitutional convention):

I.) The condensation and revision of the treaty's language and considerable length. The Treaty itself has been written, rather unweildedly, in a form of legal jargon which finds itself removed from any real language in its potentiality to be understood. This is one of the key reasons why such a referendum was rejected by popular majorities in both the Netherlands and France (let us remind the Union that a large number of nations which ratified the constitution did not do so through popular measures, but rather through parliamentry legislature, removing the need for the understanding of the common people.) and is a clear weakness of the Constitution.

II.) The removal of the key articles of contention, articles which attempt to supercede the lawful powers of the sovereign nation states which make up this constitution. These articles include articles which concern economic matters beyond the key issues of freedom of movement and trade between European borders. We do not believe it in the power of the Union to guide the economic principles of its respective nation states, and we firmly believe that Economy resides in the realm of national sovriegnty. We propose that the new constitution should only include articles which pertain to the formation of a clear and basic governmental framework (charters on fundamental rights, charters on the function of the European parliament, and articles which establish the supremacy of the European Parliament in matters of law) - NOT a constitution which attempts to regulate the entirety of Europe.
 
We need nations that strengthen the EU, not nations that will use the EU as a shield to themselves and leach off of it. Some of these nations are not fit to join the EU at this point...

In fact, Italy withdraws support for potential member states.
 
OOC: Here is a Excel spreadsheet of all EU members and their incomes, along with a graph. I assumed a 20% tax rate, which is probably a little low.

Luxembourg withholds a decision on "Resolution 3" (which should be Resolution 4, with the Space proposal #3) pending further clarification and expansion of part II. What, specifically, are the articles which France wishes to remove from the consitution?

Morocco requests observer status
Barring any compelling reasons presented by Morocco as to why it should be granted observer status, Luxembourg, at least initially, is inclined to reject Morocco's proposal.

What exactly is meant by "internal problems?"
