I went through the DX upgrade and the BNW shows in the DLC selection, but in the game set up it is not there.

Try verifying the game cache. It can be found under game properties by right clicking on civ5 in your STEAM account.

Restart Steam after downloading to make BNW active.

I tried game cache like 4 times now and it still doesn't work; all it does is redo the 3 sec download.

I had to quit steam and restart, and then wait a minute for an update to download. It only took like 3 seconds but it was a minute before it started. Not sure if this is what's going on with you.

I already have Direct X9 installed, why is it re-installing it every other of 43 steps? This is ridiculous.
