Has anyone ended up with a few extra workers, had open borders with friendly civilizations in the middle of a pangaea map, and just gone completely off the deep-end building roads in their territory? I've done this in a couple of games now, after I noticed that I'm not paying for those roads. The result is streamlined travel for my evangelical missionaries, instead of the near-constant bottlenecks that otherwise slow them down. And it might also drain their treasury, if they pay for the upkeep.

There's no hidden downside to this, is there? I can see it being potentially exploitive.

You are paying maintenance on your workers, but I suppose that's about it. The AI tends to be so ridiculously rich that it won't be hurt much by the gold. When you inevitably capture the cities you'll need to dig them up or you'll be paying for them instead.
