Ouch, I think you're right. Viking culture closed off Hamburg, so I just settled next door without thinking.

I may be totally OOTL here, but doesn't indy Hamburg or Lubeck spawn on its own?

It does not, unless it spawns post-850 AD and I never let it spawn. Only Vienna is an independent city.

Lubeck spawns when you play as Vikings, not sure if any cities up there spawn when you play as HRE. Settling Hamburg or Berlin isn't worth it anyways I think. With Frankfurt and Vienna being your only two core cities until Prussia spawns I'd rather use their precious core population supporting cities like Rome, Jerusalem, and Mecca. So you could just use Bremen pumping out military units until it's destroyed by the Dutch spawn, no big deal.

If you mean the player color it's not actually green, it's the same black color that Barbarians have. I wanted to try some new colors for Germany and wanted something inspired by the modern black/red/yellow flag, so I opted with black primary and yellow secondary color.

I think if you open the world builder you can see the unit AI strategies maybe the ai is keeping them as defensive units?
