The Tartar Empire is open, but is unlikely to last long.

I'd like to encourage you to create some nation of your own in any of the barbarian-held lands. Certainly there are lots of choices there.

Something beyond a thirty-second nation concept which turns out to be European in everything except the race and the architecture. In short, something other than the vast majority of "Native American nations" in NESing.
