Yeah, I got that. Puppeted cities should only vote for their favourite, and give that candidate one seat.

I'm just getting into details as the legislation would still need to be reworded, because if settled/annexed cities get two votes with one vote electing one seat - then if nothing changes the Establishment of Voting Rights Act would give puppeted cities two votes with one vote electing half a seat. And that's not the result you're looking for. ;)
 
Just a thought on "one vote".

Given that there would be thousands of votes cast in each neighbourhood (and they wouldn't all be for the winning candidate who takes the seat/s), what explicitly is codified by "the vote"?

The votes cast by all the voters in a neighbourhood can be referred to as "the vote", so I personally would be satisfied that there's enough ambiguity to not require legislation. Not that my thoughts alone are the be all end all or anything. ;)

If anyone disagrees with my reading on this the next Synedrion could clarify this if enough players agree with the proposal. :)
 
OOC (this whole post): I made a quick draft for a Synedrion Election Act, circumventing the word 'vote' altogether and allowing for the system Melda proposed. If the players like it we can take it up officially in the Synedrion and pass it when the next Synedrion has been elected. :)

Synedrion Election Act

(1) Neighbourhoods of all cites in the Delphian Kingdom will receive voting rights in Synedrian elections on the same grounds as neighbourhoods of the capital.

(2) Voting neighbourhoods of cities settled or annexed by the Delphian Kingdom elect two Synedroi each.

(3) Voting neighbourhoods of self-governing cities within the Delphian Kingdom elect one Synedroi each.

Note that voting rights as mentioned in (1) means which neighbourhoods are eligible to vote. In the current case that means aristocratic and priestly neighbourhoods. So don't be scared by the mentioning of "all cities" because (2) and (3) states the actual number of Synedroi elected by the different types of cities.

Also note that "elect two Synedroi each" allows for two Synedroi loyal to the same faction to be elected by a neighbourhood. This allows for Melda to simulate one neighbourhood putting all their votes to one player if they really like them and really dislike all the others.
 
Because I initiated this proposal it won't have any positive or negative attitudinal consequences for anyone who supports or opposes it.
 
Also I'll be home this afternoon or this evening in my timezone (GMT+10, i.e. it's 0920 now) so I will be aiming to have those hints out by the time I go to sleep tonight.

People of Delphi! In the past Synedrion, we saw some strides toward the right future, sch as the new religious policy, but other things were executed just as backward as the always were. If I have more power in the next Synedrion, I will be able to bring about great changes, such as the construction of several new engines of war, and the putting of pressure on the Dutch to fight us. Soon we will be marching over our enemies bodies once again! Support The Greatness of Delphi! Support Eurydice!
 
Delphians! Under the rule of Chief Minister Leonidas our kingdom has achieved great progress. Thanks to a increased focus on science, literacy rates have gone up from 31% to 37% in these last twenty years - rising from fifth to third place in literacy rates world-wide. Our population has nearly doubled in that time with our crop yield being the greatest known to man, and the Delphian economy is booming with our GNP rising from 126 to 178 million Gold - we are now the biggest economy in the known world.

I know these might just be a bunch of numbers to most of you, but I assure you that I will follow in Leonidas' footsteps and continue to improve our kingdom. I have already told you some of my plans for Delphi's future and if you elect me, Filippos from Primos, as the next Chief Minister of Delphi I will in addition to those also seek to accomplish the following:

*We should adopt a policy of Oligarchy which will lessen the maintenance costs of our garrisons. But most importantly, the adoption of said policy will also help growth as it will lead to the immediate construction of Aqueducts in several Delphian cities.

*Kirrha should in addition to building a University also establish an Artist's Guild to turn the city into a true centre of Delphian culture. As the city grows, new neighbourhoods for artists should be establish for as many as the city's guilds can nourish.

*When our wise thinkers have researched Acoustics they should turn their heads to the technology of the Compass which will later allow us to establish an additional trade route of food caravans to Kirrha.

*When Courthouses are built in Sukhothai and Si Satchanalai, the two cities should build Colosseums to provide entertainment for their citizens and improve happiness and approval rates.

*Trading posts and farms should be built outside Sukhothai and Dostana to further increase trade and help the cities grow. All unimproved land by the river connecting Delphi Nova and Kirrha should be converted into farmland to support the two growing metropolises.

*Construction on a magnificient temple of art, a Sistine Chapel, should begin in Delphi Nova for kingdom-wide cultural growth, and to function as a future exhibition of Delphian art when an Artist's Guild is established.

*A University should be built also in Apollonia when its Colosseum is done, establishing these educational facilities in all of the four Delphian cities.

I'll be reading everything when possible, time hasn't been a lot, and I'll try to campaign something basic asap.

EDIT: I'll add stuff for my campaign here, as time allows

* Adoption of Oligarchy for all the benefits it will bring (less money spent on garrisons, and adoption of the quadra-free aqueduct project) (agree with Gurra)

* Establish the Artists Guild asap. (agree with Gurra)

*A University should be built also in Apollonia when its Colosseum is done (agree with Gurra)

* All the previous Siamese cities, north of our capital, should get farms near water, and some trading posts on the non-river areas

* Tech wise: Compass > Chivalry > Printing Press.

@Melda do we have Caravansaries anywhere? I'd like to get one at least, on a city that should become the center of our gold-trading routes.
 
OOC: I believe there is a Caravansery in Delphi Nova already if I'm not mistaken, that is why Leonidas sent our trade routes a decade or so ago to trade between Delphi Nova and China (most profitable). The fact that we can't build one there is a hint that there is one aswell.
 
Without loading up the game from this image I can see that Delphi Nova is the only city which can't build a caravansary --- and from memory, yes it does have one (took a bit for my memory to kick into gear there!).
 
Melodios Phrenopoulos, royal secretary to the Basileus led his guest through the palace. His father, Phrenios, the former royal secretary had taught him all he knew, and had helped him greatly during the recent Synedrian election.

Finally he reached the throne room, and presented his guest to the waiting monarch.

"Your Highness, may I present to you---"

"Ah, welcome, welcome!" the Basileus interrupted gleefully, extending his hand to the waiting faction leader.

"Congratulations on becoming the new Chief Minister. Majority government, hey? Haven't seen that since the Kirillos was Chief Minister!"

"Thank you, Your Highness---" the Chief Minister-designate attempted to reply before the Basileus interrupted again.

"Melodios, introduce him properly!"

"Yes, sire," the royal secretary gritted with faux respect to his impossible master. "May I present to you the leader whose faction won a majority of seats in the Synedrion: Filippos from Primos."

Yes, congratulations Gurra on your victory, and on winning a majority --- this hasn't been seen since the 1st Synedrion!

This means Gurra can force his will upon the Synedrion, if he should wish to do so. But this doesn't mean other players are irrelevant --- your job will be to hold him to account and give him grief if he does things you don't think he should be doing or if you think he's breaking any promises or doing things he didn't campaign on. Every action he proposes will be put to a vote, and how you vote will be noticed by the neighbourhoods you're proudly representing.

This should be a fairly quick term of government, I would expect.

Delphian Synedrion election, 190

The Delphian Council held an election to choose members of the 4th Delphian Synedrion in 190. It was the fourth Synedrian election held in the Delphian Kingdom. Suffrage was limited to the upper class of all cities, specifically the aristocracy and the priesthood.

Franchise: All aristocratic and priestly neighbourhoods in the kingdom eligible to vote in the elections. Cities administered by the capital returned two Synedroi for each neighbourhood while cities with self-government each returned only one Synedros per neighbourhood.

Thank you, voters of Delphi, for giving me your support in leading this kingdom forward as Chief Minister. I promise not to disappoint you, and to accomplish everything I set out to do.

With that said, I'm opening the Synedrion by presenting my orders aswell as the Extension and Protection of Voting Rights Act.

Extension and Protection of Voting Rights Act

(1) All Artist neighbourhoods will be allowed to vote in Synedrian elections.

(2) A neighbourhood which holds voting rights will if its yields lose franchise, or if its yields changes to non-franchised ones, keep its voting rights at the next Synedrian election.

Examples to explain article 2: If a voting neighbourhood moves to a tile without franchised yields they will still be allowed to vote in the next election, but not in the next one after that unless they start working a tile with franchised yields (currently gold/faith/culture) - so aristocrats turned farmers will be voting farmers for one election before losing franchise. And if an act passes taking away voting rights for certain yields (for example priests losing franchise), voting rights of concerned neighbourhoods will still be valid for one more election if they have no other yield which provides voting rights.

Delphian Development Act

(1) Upon completion of the University in Delphi Nova, start construction on a Temple but switch to build the Sistine Chapel as soon as Acoustics has been researched.

(2) Upon population growth in Delphi Nova, establish its new neighbourhood to work a mine.

(3) Build a University in Kirrha, and upon its completion start working on the establishment of an Artists' Guild.

(4) Upon population growth in Kirrha, establish its new neighbourhood to work at the Writers' Guild.

(5) Upon the completed training of a Crossbowman in Dostana, start construction on a University.

(6) Upon population growth in Dostana, establish its new neighbourhood at the trading post southwest of the city.

(7) Upon completion of the Colosseum in Apollonia, start construction on a University.

(8) Upon population growth in Apollonia, establish its new neighbourhood three tiles east of the city to work the Salt.

Annexation Act

(1) Annex Sukhothai, and begin Hellenisation by constructing a Courthouse and renaming the city Soukotai.

(2) Annex Si Satchanalai, and begin Hellenisation by constructing a Courthouse and renaming the city Alexandropolis in honour of King Alexander who united the Delphian and Siamese kingdoms.

(3) Lock down all neighbourhoods of Soukotai and Alexandropolis in place, with the exception of Baan Baan Koo in Alexandropolis.

(4) Move the neighbourhood of Baan Baan Koo to work the mine one tile northeast of Alexandropolis.

(5) Upon completion of Courthouses in Soukotai and Alexandropolis, start construction on Colosseums in both cities.

OOC: About the new name for Sukhothai, the city's name in Greek is Σουκοτάι which is transcribed Soukotai. As for Alexandropolis, now maybe you get why I wanted a Delphian-born character to run my faction this term rather than Leonidas. ;)

Workers Act

(1) The Worker outside Soukotai should go one tile northeast to build a Trading Post, and then build a Farm on the unimproved grassland by the river.

(2) The Worker outside Delphi Nova should build a farm one tile northwest of Dostana, and then build a Trading Post two tiles northwest of Dostana.

(3) The Worker working on a road outside Apollonia should stop and build a mine on the Salt resource three tiles east of the city.

(4) The Worker building a farm outside Apollonia should when it is done work on the road between Apollonia and Kirrha.

(5) The westernmost of the three Workers outside Kirrha should continue working on the road between Apollonia and Kirrha.

(6) The middle of the three Workers outside Kirrha should finish what it is doing and then go one tile northeast to build a farm.

(7) The easternmost of the three Workers outside Kirrha should finish what it is doing and then chop down the riverside forest between Kirrha and Delphi Nova before building a farm on that tile.

Scout and Garrison Act

(1) The Work Boat in Apollonia should explore the coastal waters north of the city and then return to the city.

(2) The Siege Tower outside Alexandropolis should be garrisoned in Muang Saluang.

(3) The Chariot Archer fortified between Apollonia and Kirrha should be garrisoned in Kirrha. The Trebuchet currently garrisoned in Kirrha should be garrisoned in Delphi Nova.

(4) Our Scout should be sent to explore freely according to their own will.

(5) All other military units should stay in place, unless a war is declared by or against the Delphian Kingdom.

Article 4 means automate the Scout.

Domestic and Foreign Affairs Act

(1) When a new social policy becomes available for adoption, sell the Aqueduct in Delphi Nova and adopt Oligarchy.

(2) When Acoustics research is finished, begin researching the Compass.

(3) When the trade route between Dostana and Te-Moak has run its course, send the Cargo Ship out on the same trade route again.

(4) Great Merchant Harkuf should complete his trade mission to Zurich, and 500 gold should be gifted to the Despotate of Zurich to ensure an alliance with them.

(5) At the First Council of Beijing, all Delphian representatives should vote Nay to the proposal Ban Luxury: Marble.

(6) If asked to propose a new resolution for the next World Congress, propose a World's Fair.

(7) The Great Prophet should continue his mission of spreading the Hellenic faith to Apollonia.

EDIT: Added to sell the aqueduct in Delphi Nova prior to adopting Oligarchy, the reason being that we will receive free Aqueducts in our first four cities with the completion of the Tradition tree and as such save 1 gold on maintenance.
