What you speak of is a change in Papal philosophy, this can be done without moving the Catholic capital from where it's been for hundreds of years.

King Leapold was a bold one and he will be punished for his mistakes, ultimately it was a gamble that failed, but if it had succeeded was essentially no different in it's course than what the Spaniards attempted to do in destroying the Andalusian Caliphate. If the Spaniard King was in control of Austria, we do not doubt he would have done the same...both are heroes of their faith, one just emerged victorious.

I do not mind a Spanish pope, but I would mind a relocation. It just has no real purpose.

The New World is in less of a spiritual crisis at this moment, when many are likely strengthened in thier faith due to the barbarians around them. In Italy, the Orthodox Church tightens it's grip...THAT is where we need spiritual guidance. The Vatican's presence in Italy will assure Catholic spiritual superiority in that region!

To relocate would be like retreating...slowly forcing our holy capital further and further back until we have none at all. We can be great allies, Emperor, but this is one issue where there is no compromise. Perhaps most of the other Papal activities can be held in Spain, perhaps our meeting places could be in Spain, but the Pope's residence must remain in Rome.

@panda, do you have a small map you could show me that shows exactly what I'm getting in the peace deal? For orders purposes. I know Croatia, but it's always better to be on the safe side.

Unfortunately, The Roman Empire can no longer agree to relinquishing Croatia to the Holy Empire of Austria - Austria has shown itself, through its blind aggression towards our legal domain in Hungary, incapable of being trusted. There is no reason that Austria should gain territory in a war which it has lost, for which it was the agressor. Furthermore, your statements concerning Catholicism in Italy have only sought to further damage any future relations, and show clearly that the Austrian Empire is still very much concerned with the use of religion as a political tool, a concept which clearly failed with the demise of the Catholic League. The Roman Empire will not relinquish the realms of Croatia to the Holy Austrian Empire, but we are willing to further our payment to 2,000,000 Ducats, instead of the original 1,000,000. Failure to agree to this change will result in the wholesale destruction and occupation of Austria.

Finally, on the question of the Vatican - the Vatican will be allowed residence within Rome, though not control of the full city. Rome shall be administered by its proper rulers - the Roman Empire - all taxes gathered shall go the the coffers of Constantinople, and all inhabitants shall be seen as citizens of the Basileia ton Rhomaion, not of the Vatican. The Vatican itself will consist of St. Peter's Basilica, and the surrounding region, and only church employees will be considered its citizens. The Pope will be allowed, for personal protection, a contigent of no more than 5,000 armed troops (of his choosing) as we will not tolerate any attempts at subverting our authority within the larger region of Rome or Italy. If the College of Cardinals sees fit to move itself to Spain, all treasures of the Vatican will be sent with them, and they will be compensated for their move. There will be no repression of Catholicism within our Empire, and Churches and Cathedrals will continue to be allowed to function - but if any Catholic seeks to attempt to challange the authority of the Empire, and refuse to pay their dues to the state, they will be executed without hesitation. We are a tolerant Empire, but our tolerance shall only go so far.

We simply stated that having the Pope based in Rome would serve to keep the Catholics Catholic in Italy, as a counter argument to Spain wanting the Pope in Spain to keep the faith of Catholics in the New World. Nothing wrong with this. Leopold is gone, his ideas of a pan-Italian Austrian Empire are gone with it, now is not the time for war.

We would also like to propose the idea of an independent, Croatian buffer state between the lands of Austria and Byzantium.
