Whether Vin Diesel is A-list may be subject of debate, but it is clear that he is in a class above Jason Statham.

Well, after thinking about this a bit, its clear to me that in order to be considered a terrible actor, you cant have ever done a good acting job in a film.
About the only actor I have seen mentioned that has no redeeming film credit(s) what-so-ever is Steven Seagal. Pretty much all the rest mentioned have had at least one redeeming role in a film.

A lot of this seems to come down to taste in movies. Sandler does a good job in those stupid comedy movies, if that is the kind of stuff you like. I generally dislike the guy and his movies (with exception of Happy Gilmore is great and a couple more recent ones are decent).
As for people like Seagal, they weren't "actors" they were big guys to run around destroying things. There are one or two Seagal movies that I like, simply for the hour and a half of violence and destruction, though there are probably better movies, the acting isn't any better in them.

The annoying thing about Nicolas Cage isn't that he just plays himself which alot of actors do well its that the part he always plays is so annoying the sarcasm and general know-it-allness just ruin any movie he's in for me.

Acting was not required in that movie. Just look nice and your job is done as an actor there.
Nicolas Cage does not deserve to be on any of these lists for three reasons:

yes, especially recently, he has done some awful, awful, awful, awful, awful, AWFUL, stuff. maybe he has a crappy agent, maybe he's got tied into some bad deals?
actors don't always get to choose their movies you know... actor contracts have a little thing called "riders" ... which most people don't know about.
but he is a good actor, and at times has been a great actor. those who said everything he did lately is terrible needs to watch Bad Lieutenant
Werner Herzog and Martin Scorsese wouldn't work with any of the other actors on that list, but they wanted to work with Nicolas Cage.
I think I'd rather trust their opinion of who can act. two of the greatest directors of all time.
