First Ottoman capital was city of Bursa. The turkish people did come from Central Asia, not Ottoman empire (starting point in anatolia, present Turkey). if you put the Ottomans in Central Asia you wouldn't only put the capital in the wrong place but you would also put the Civilization in the wrong place. Gøkturks (skyturks) was the name of the civilization in Central Asia.

Also, your point about the Gokturks is interesting the more I think about it. On the one hand, I would not mind having the Ottomans symbolically represent the wider family of Turkic Peoples by starting in Central Asia. But, on the other hand, Civ 5 doesn't do that - it picks modern disposition instead (when possible).
For example, by the logic I was advocating: the Celts could better start in mainland Europe, the Americans in New York (first capital woohoo!), Philadelphia or even the UK, the Mongols anywhere but Karakorum, the Russians in Kiev, India in Harappa, the Germans God-knows-where, the Polynesians in Taiwan, etc., etc..
Maybe someday someone could make a mod-mod (or whatever we call it these days) reflecting ancient distributions of peoples. For now though, AMC, you're right that Civ5 presumes peoples are found in their more recent locations.
Either way, Gedemon will make the final call for this mod... hopefully before I finally get to play G&K, but there's no rush on that
