For all cities under MIA control: The DP is authorized to reallocate laborers as needed should a city go into disorder or to manage growth.

NOTE: If requested cash rush expenditures are approved, the MIA explicitly allows the DP to use their discretion on when the rushes are done. We have no problem with delaying the rushes if funds are needed for trades or other projects.

NOTE2: It appears the Senate will approve (tragically, wastefully) an option that will cost us money to get a tech one turn earlier, and set the luxury slider to 0%, with 10% permitted only for riots. Should the slider be set to 0% luxuries, the DP is permitted to reallocate labor as needed to maintain peaceful cities. Emphasis should be give to production, then food, then commerce. Specialists may be hired as needed.

Follow the results of T&T - Who do we sell contact with Persia to? poll. If the winner is "nobody", trade no contacts to the Persians.

Go for the top 3 or 4 in that poll. I hope my cost - calculations will cover that trade, if not: be inspired in what we pay, but make sure the trades aren't going to disturb the thought behind the first poll. If we want to keep contact with the Persians our own; don't trade contacts of civs we know, but the Persians don't know.

If we get new contacts and they have something interesting, please stop the chat. Interesting is defined as:
- A monopoly tech.
- Chivalry.
- Tradeable luxes or resources we need.
- A lot of cash, combined with lack of an ancient age tech we do have.

If the new contacts have trivial trades, please use your judgement to take or ignore those trades, but: don't trade contacts of civs we know, but the Persians and the other new civs don't know.
