It's really not that hard for a halfway decent restaurant to make sure food is cooked properly. There are things like timers and controlled portion sizes for example, that take the guess work out of the process.Good point. Let me add that they are also staffed with minimum wage "cooks" so the chances the food is fried to perfection are pretty low.
