I prefer Portugal's UA over Siam's one but in my opinion Siam UA is more difficult to use as you don't have any bonus for allying CS and Portugal gets lots of money.

Siam: Father Governs Children - 0 Seeing as we're down to the best UAs, it has to be said, that although nice, this just isn't much better than the rest. I'm yet to try Siam in BNW, but I've never particularly liked their UA.

I really wanted to downvote Poland's since it's so bland, but unfortunately very powerful. Portugal is the worst one left and the Inca's gives great utility and gold

I don't think that any warmongering UA can win this so...
Korea is better than babylon IMO.

It's getting hard to choose... but tough though the Zulu power is, it basically pigeonholes you into a victory condition very early on. Portugal's one is the best moneymaker outside of Venice, and it doesn't have the restrictions Venice has.
 
Hmm, on a standard map, assuming there's no feitoria and you ally all the city states, will Greece or Portugal make you more money by the end of the game?

Portugal. Just considering the fact that you're allied with all the city states means you have all the resources they have, which also means double the money coming from trade routes thanks to their UA. Also, having all CS's as allies is just like having Feitorias in all of them, only better since you're also getting strategic resources from them.

Unless you're talking about keeping the city states as allies, that is. I can't mathcraft that though.

Mare Clausum: gives gold, but nothing else. The feitoria is not part of the UA

Great Andean Road: Saves gold, And increases movement for exploration and combat
 
Babylon: Ingenuity - 53 - I prefer Babylon over Korea. Why? Well Babylon UA gives you really early academy, while with Korea you start getting benefits only after you get some specialists.

A scientist is great early, but after that if you don't get enough scientist points or don't turtle down and work scientist specialists, the ability is mostly lost. Long count gives you more great people and allows for a more interesting and flexible playstyle.

Realistically, Long Count is better than ingenuity, and requires less effort to take advantage of.

The least interesting of the remaining UAs. And, in some ways, it's power is more indicative of the game imbalance with science than any creativity with the UA.

Greece: Hellenic League - 25 - With the AI now being more persistent at going after city-states, this loses some of its value. It doesn't help you grab city-states in the first place.
Korea: Scholars of the Jade Hall - 55 - Harder to use, but can get you much more science than Babylon's UA.

Korea: Great synergy with tall science play and two-city NC, definitely a reliable, strong UA.

Zulu: I don't always warmonger, but when I do, I don't make swarms of melee units. Extra XP is nice, but still not as good as the other UAs, IMO

The Inca: Great Andean Road- 51 - Difficult, but I think out of the remaining UAs, this one is the worst. Not saying it's bad, it's just got better opposition.
The Maya: The Long Count- 24
The Zulu: Iklwa - 20

Poland: Solidarity - 54 - This is a great UA in every way. The free social policies allow for great diversity in available strategies and change the game in a good way more than any other UA on this list.

The Zulu: Iklwa - 17 - Warring with melee units is not very good, even with the Impi. This UA is not bad, but it is inferior to the others in this list.

The Maya: The Long Count- 20 I play the Maya for the pyramids not their UA. It's free great people but half of them are ones that really aren't that great. I suppose the GWAMs made it a little better but still not better than what's left.
