1. America - Film Studio [6+1=7] - I'll defend this one more time before it goes. Yes it's late, but a +100% tourism boost is MASSIVE and can really help with a culture victory win. I built a number of them in my America culture victory and it killed (and it DOES synergize with the national park appeal for a culture victory from Teddy). It's more useful than it is being given credit for because of its place in the tech tree - it's the latest unique that honestly pulls its weight.

Culture districts are already annoying. They never keep up with the amount of Great Artists I generate. Having to build them on hills instead of anywhere just makes it harder to make them work.

I hate the fact that Brazil's ability is tied to Carnival AGAIN (seriously, there's more to the country that a celebration that happens once a year), but I can't not give Brazil some love.

While the Carnival project has good sinergies with Pedro's LUA, I'm not finding myself in need of using it, neither of building more EC than usual. Added malus points due to Copacabana district being only "carnival pier", instead of geting a more representative graphic (beach, seafront promenade…)

This is quite a flexible housing bonus in terms of city planning, and housing plus amenities from a single structure is a strong combination.

15. India - Stepwell [16-3=13] can't build next to each other. Faith bonus is minimal. Better ways of achieving housing than using up tiles. This is a relic of underpowered vanilla design, overshadowed by DLC and R+F. Plus there's no synergy with Chandy, the only Indian leader worth playing.

Moutains are a no-go, others districts should be away, and it's difficult to find a spot where you can put Mines and Farms around. Plus, it's never difficult for me to attain 3 or 4 Science for a regular Campus.

While some of the remaining tile improvements may be mediocre, they still only cost 1 builder charge before you're done with them. The Royal Navy Dockyard is the discount gift that keeps taking, as you'll surely want to build a lighthouse and shipyard that aren't bonused by city states. Oh yeah, so long as you're there, you may as well farm a few sea resources for gold, take the God of the Sea pantheon for +1 production, and suzerain Auckland with at least 6 envoys as well (just to be sure you may want to station a 4-promotion Amani there as well). Or, just settle inland, build a commercial hub for the gold (send the envoys to a commercial CS), and get the production described above from a few mundane mines. With GS this all changes, but we're not there yet.

13. Germany - Hansa [21+1=22] - This is almost the only thing about Civ VI Germany I like but its very strong (the other thing is building more districts for a city of given size which given the bonus CH give to Hansa works very well for Germany).
