21. Macedon - Basilikoi Paides [20-3=17] It is powerful indeed, but I find it quite stupid. It needs the by far worst district to be built in. Then it needs you to keep producing units when you actually have no other incentive by the game to do so otherwise. Sure, I can garrison all my cities with units for the +1 Amenity policy (is to worth building extra units for that?). But after that? I don't need a 10 troop land army in this game to attack or defend, not on any difficulty. And the calculation that it generates 50% science out of your production is a flawed one. Imo it's the weakest of three buildings left, even if only because the Sukiennice replaces a useful building and makes all trade routes stronger.

29. Russia - Lavra [25+1=26] I don't get the down votes. To me, it is the best district by a wide margin. Not just for religion. I mean, it kind of guarantees a golden classical age and the first or second religion. Take the tundra pantheon, choose Monumentality, found cities with faith. Later on, buy great people with all that faith, or choose Jesuit education and buy Universities cheaply. It's so easy to go wide peacefully with this. And of course you can just go Lavra + Theatre Square in every city and grab all GWAM the game has to offer if you want. If you are under attack, buy a few units cheaply with faith. I really hope it gets nerfed, actually.

7. Cree - Mekewap [31] - I love this improvement. Comes immediately in the game and always boosts housing whether the hex is worked, and when it is worked, always boosts production when worked which is always powerful at the start of the game, but this also consistently adds more and more yields as the game moves on. I like this UI for the reason I liked Terrace Farms in Civ 5; give me better food and production and it's difficult to stop me.

16. Indonesia - Kampung [30+1 = 31] - I really like water in this game, and it's usually not super easy to work with it. Thanks to the Kampung you can actually colonize the seas. It gives food, it gives habitation, and it gives tourism in the late game so you can even use it to get tourism from water (which you otherwise can't do at all). Most enjoyble UI for me.

20. Korea - Seowon [19] 22 - 3 cheapo and strange. the reversed adjacency bonuses makes Korean campuses a wasted placement for others (conquest) and stupidly overpowered for the AI and human players as well. I like the camp/mine adjacency bonuses though.

Doesn't help that Poland is pushed to build Encampments (for the culture bomb), Holy Sites (for the extra faith and relic slots) and Campuses (you always want campuses) with no real bonuses to growth so takes a while to get you enough trades routes for this to be powerful.

Combining this with the culture bombs for pastures and you can see why Australia is so good at growth and production, even with inhospitable terrain.

20. Korea - Seowon [14] (17-3) --- I don't like the Seowon's placement protocols, the negative adjacency for other districts, or the fact that it's OP. I also think the civ has a bland and boring flavor and is a dreary slog to play through.

21. Macedon - Basilikoi Paides [12-3=9] - I know that Macedon is a war-oriented Civ, but I just dislike the fact that this forces me to build a bad district first and to make full use of it, I'd have to build a huge army. I don't like to play like this... I like a smaller but developed army.

As I mentioned above, I would rather have this than the Lavras as I generally consider cultural victories more fun than religious victories. With Lavras you have to build 2 districts to use those great people. Greece just can build one half price district.

20. Korea - Seowon [14+1=15] It baffles me as to why people don't rate the Seowon. You get a bucket load of Science. Science is extremely important in Civ VI, it gets you to upgrade your units to stronger versions quicker which is both useful for defending and attacking, it gets you to Computers quicker for Culture victory. People saying it's hard to place?? Just place it away from your other districts, next to mines which get 1 Science each. Then again with the Hansa having only 14 points I shouldn't be suprised, Hansa is the second best district in Civ VI.

It's a solid improvement to be sure and deserves to be at this point, but it can be a waste of an early builder charge sometimes and requires a river placement to get the most out of it, which are pretty sought after tiles. This one or the Chemamull should be the next to go.

29. Russia - Lavra [25] [24+1] Easy to found one of the first religions on Deity, gets the first writer, artist, musician without trying. Faith is Russia's economy, and that's fits perfectly within the Rise and Fall meta.

21. Macedon - Basilikoi Paides [6+1=7] I think this one is getting downvoted more heavily than it should. This should at least be ahead of the sukiennice and madrasa. It's really free science just from making units. You don't even have to be careful with your units and instead take lots of risks. Suicide missions even. After all, you don't get any war weariness (while your opponent does so) and you can keep generating more science. This can be exploited into a scientific victory.
