29. Russia - Lavra [21+1=22] - Personally I'd say all the other districts left help with all victory conditions, but the Lavra is outstanding, makes Russia the best civ for CV to me (or at least the easiest to play for CV).

20. Korea - Seowon [16] (15+1) Most powerful Infrastructure left on the list. Korea is top tier for a reason.
26. Persia - Pairidaeza [7] (10-3) Like everyone else says, not a bad improvement, but doesn't hold a candle to what remains on the list

14. Greece - Acropolis [15] (18-3) --- Placement restriction concerns, but mostly whenever I build these like I think I should I'm always playing catchup vs. the AI. Furthermore, if I don't spam them they are not as valuable as their bonuses are diluted by lack of use.

26. Persia - Pairidaeza [8] (7+1) --- Upvoting because they are valuable for my playstyle of wide/warmongering but can see why people might downvote them if they are tall/peaceful players looking for more challenge throughout all stages of the game.

29. Russia - Lavra [22+1=23] Spam this and you have unmatched faith and great people points. Spam improvements and you have...housing, some food, maybe a little tourism. This is far more directly relevant to victory.

13. Germany - Hansa [13-3=10] Like my complaint about the Lavra you have to build 2 districts to get the full effect. Even worse than the Lavra neither district will win you the game. And it takes a long time to get these set up (though pretty sweet when you get over +10 adjacency and over 20 with the card)
14. Greece - Acropolis [15+1=16] Still my favorite of the districts. You only need to build one of them vs 2 (or 1 1/2 as mentioned above). I haven't found the hills requirement to be a problem.

16. Indonesia - Kampung [30+1 =31] Coupled with God of the Seas and Auckland suzereincy, Indonesia's use of the seas eclipses anything another civ can do on land.

13. Germany - Hansa [10-3=7] A good version of a useless district. Still isn’t as good as the top of the list though. High production cities can still be had. Plus you need a comm hub in multiple cities for these to be great.
14. Greece - Acropolis [16+1=17] Spam these, surround with districts, become suzerain of every city state (they don’t all get conquered; that’s hyperbole), win faster. It’s a three way battle between this, the Seowon, and the Lavra.

14. Greece - Acropolis [17-3=14] Not a bad unique district, but it's the least impressive of the remaining options. Plus it's a theater square replacement...so unless you're going for tourism victory you only need 1 or 2 of these to get through the civics tree.

26. Persia - Pairidaeza [2+1=3] Persia is by far the strongest Civ if you ask me and the UI is a solid part of that. You're swimming in gold which is a major help no matter what Vic you're going for, but especially domination which is Persia's strongsuit. Plus you don't have to worry about building theater squares at all if you have 1 or 2 of these in a majority of your cities. I'm honestly surprised to see it being eliminated this quickly.

3. Australia - Outback Station [32-3=29] These are really good, but they come online a lot later than everything else left, and they don't reach their full potential until Steam Power. I don't think they deserve the top spot.

16. Indonesia - Kampung [31+1=32] As an Aussie, it pains me to say this, but the Kampung is probably better than the Outback Station. In fact, Indonesia is already such a strong Civ without factoring it in, it may need a nerf.

26. Persia - Pairidaeza [1-3=-2] [ELIMINATED] Like others have said, and similar to the Acropolis and the Hansa, it is a good UI, and no-one can deny it isn’t strong, but it also isn’t good enough to compete with the Outback station and the Kampung. It had a good run.

20. Korea - Seowon [20+1=21] Helpful at all victory types. Science (obviously), Culture (get to computers quicker), Religion (get to Hagia Sophia earlier) and Domination (upgrade your units quicker)
29. Russia - Lavra [23-3=20] You need to build 2 districts to take advantage of the Lavra fully. The Lavra itself then an additional district, a Theatre Square to house the great people. Playing on high difficulty, I never play a game where my Campus is the 3rd district to be placed.

14. Greece - Acropolis [11+1=12] - Compared to seowan these are much easier to place, and culture plus lots of CS bonuses helps any victory.

20. Korea - Seowon [21-3=18] - Can be difficult to place effectively, often means you'll have to place your cities further apart.

14. Greece - Acropolis [12+1=13] - Early suzerainty in the right situations can be a gamechanger for any VC. I was swimming in early faith by dropping a few envoys on religious CSs.

20. Korea - Seowon [18-3=15] - Science is great, but this is a case of "win more". This is only really super valuable for people who want to finish a game ASAP.

16. Indonesia - Kampung [32-3=29] turning near useless tiles into great tiles. Wow! It's a great improvement, but it shouldn't run away. With Auckland, it's even more incredible. I'm actually not too fond of the housing at some point, since it requires me to build waterparks more than I want to. So I don't spam them as much as I potentially could. Also, I seem to build these more in my later founded cities on smaller islands (where other civs suck) compared to my capital and 2nd to 5th cities that are more important for actually winning the game.
20. Korea - Seowon [15]
29. Russia - Lavra [20+1=21] simply the best district. Faith is a quite valuable yield, even with the generally underpowered religion bonuses. It helps towards every victory condition and is somewhat flexible. Choose the tundra pantheon and you swim in faith and gwam. Simply the best district, if not even the best UI in general.

14. Greece - Acropolis [10] (13-3) --- 2 internally built TS are generally all I'm able to swing with Greece as I'm usually knee deep in a science arms race with at least one of the AI's. That makes the 2 envoys and 50% discount less attractive.

29. Russia - Lavra [22] (21+1) --- With R&F faith uses, this is a spammable & versatile district I can place in all my cities. If you are competitive, stay at peace and continue your trajectory. If you are behind, faith summon a bunch of Cossack corps, take inland cities and chop out free theatre squares for your unused GWAM horde. Tundra national parks with the extra Russian land is another option that comes to mind.

13. Germany - Hansa [4] [7-3] It's good but its time has come. Raw production is still great, but Mangus chopping reduces the impact. Free Imperial Cities is Germany's biggest strength, not necessarily the Hansa. Perhaps tops in vanilla, importance lowered in R&F, and TBD in GS.
14. Greece - Acropolis [11] [10+1] 10+ of these districts and one can blow the Deity AI away in Science and Culture without declaring a single war by turn 100. While I would build fewer in a domination game, its half cost and adjacency are still useful for beelining to Feudalism and Mercenaries.
16. Indonesia - Kampung [29]
