Basically, institutions tend to be dominated by those politically adept as opposed to those economically adept. This leads to such interesting conclusions, one of them being that "Libertarians will tend to be found among the socially inadept".

I've noticed that often. All the true libertarians I know are jerks with zero support among non-libertarians.

People of the 20th century with low E and low P will tend to fascism?

Most Wilders supporters definitely have a combination of low-E and low-P (and although Wilders isn't a fascist, right-wing populism definitely is a similar phenomena), though low-P may also have a tendency towards anti-government ideologies, like objectivism.
