Updated Take Two user agreement

Well, this is still going on. I had to click the agreement the last five or six times I exited a game and returned to the main menu. It's not a huge imposition as long as it doesn't cause problems accessing the game, but I'm surprised Firaxis hasn't mentioned being aware of it on their list of game issues for Civ VII.

I've seen this on age transition and game exit, but never on start-up. Hopefully they fix this on the next patch, but so far it just seems like an annoyance, I haven't noticed it breaking anything.

I get this bug frequently, but strangely, not every game. About 80% of the time when I exit the game, the user agreement pops up.

Maybe there is something really bad in that agreement and the developers are trying to get us to read it by having it appear over and over.

You could be on to something there. I did read through it, and a couple of things struck me as "huh, that seems pretty expansive." But I don't create mods or have a financial stake in any content related to Civ (such as my posts on this forum), so I didn't stop and contemplate it further. I don't know if the agreement is pretty standard, or if it has unusual ownership rights claims within it. Or something else that might worry people. If you're a content creator, you might want to read through it and make sure you're not giving up something that you'd normally be able to monetize (or at least retain legal control over).
