In BtS v3.02 (I'm afraid to go to v3.03), I bombarded the city of Uppsala with my battleship. The log file scrolling message says "Your Battleship has reduced the defenses of Uppsala to 80%!", while the display under the city itself says "+48%":

I'm not sure which one is correct. Note that nothing else I (or any other computer player did) would have reduced the fortify % this turn besides that battleship bombardment. On subsequent turns, when I continue to bombard it, the display of the scrolling log % and the city % continue to be different.

Here's the save file for the beginning of that turn, so just move the nearest battleship over there (it might already be parked there, I don't remember) and bombard the city:

It's the city walls, I believe. They add to the defensive bonus of the city, but only apply to pre-Gun units. But bombardment still affects it.

The city probably has a castle which gives it a 100% defensive bonus. This bonus is reduced by 20% points by the battleship.

Because castles don't give their defensive bonus to post-gunpowder units, only the cultural bonus of 60% is actually used to defend against these units. This bonus is then reduced by a relatively similar amount: 12%/60%=20%/100%.

Personally, I would rather see the castle effect be totally removed when dealing with gunpowder units. In this case, the castle makes the city able to withstand 5 rounds of battleship bombardment instead of 3, while castles cannot be build anymore and are obsolete.

Well, no, technically both numbers are correct. It depends on the intentions of the designers. Essentially, it's a question of whether artillery (from land or ships) should take walls/castles into considersation for bombardment. But whichever way it's decided, neither is "wrong", and hence the current way isn't a bug, it just looks odd. If you want a more demonstrative example of this, go to attack a city that has walls/castle with a mixture of pre- and post -gunpowder troops. Select the post- unit, and look at the defensive rating. Then select the pre- unit. You'll note that the defensive rating goes up for the pre- unit, because it's affected by the walls/castle, where the post- unit is not. That's the same thing you are seeing with bombardment damage. Because the unit you are selecting is a post-gunpowder unit, it doesn't "see" the defensive bonuses granted by the walls/castle, but when bombarding, those are factored in, which is why you see a different number.
