Look back at TheNemesis666 screenshot of Carthage made when an embassy was established. I see that Carthage has one horse and one iron. The horse is near Cirta but is not cut from most Carthagian cities because Cadiz has a harbour.

I move the 10 cav left next to Cirta.
I remember that Carthage is set to build naval units often so it is probably a lost cause to try to sink all the galleys that may come up, so I will follow viper275 recommendation. I will keep some cav to intercept carthagian troops that lands on our continent.

Make a barrage of caravels to prevent the galley from going deeper in our territory.
Conquer Sabratha and Utica. We now have Ivory.

Chances of flips have decreased considerably according to CrpMapStat so I sign peace with Carthage. Half the conquered cities now have a very small chance to flip to Vikings now!
