I've seen some bug reports with respect to not being able to build walls (its greyed out and not clickable) im having a similar issue with slightly different symptoms medieval walls aren't even an option. grayed or otherwise. See image. city has ancient wall and no option to build medieval despite being in information era

Not a bug. If the ancient walls are in full repair when you unlock Civil Engineering, the game "behaves" properly -- no option to build medieval walls (since the city automatically has max fortifications), but also no misleading prompt that you need ancient walls. If the ancient walls were damaged, and not repaired, at the time you unlock Civil Engineering, the game shows a grayed out Medieval Walls option but says you need to build Ancient Walls first, but you can no longer repair your damaged ancient walls post-Civil Engineering.
