If you read the official 9/11 Commission's Report, they have a section on this. Basically we knew Bin Laden was up to something, he was stepping up the scale of his attacks, but we didn't know exactly what was next. We also didn't have the public or international support to authorize a military strike against his base in a foreign country. There was even talk among top officials that it would take a disaster to get the public's opinion into a strike.
So yes, we could have arrested or killed Osama long before 9/11, but it wouldn't necessarily have prevented a large scale attack.

What exactly are you asking? Did the US gov't know about aQ's plans and let them go ahead with it? Of course not; somebody (credible) would have leaked that by now, a secret like that would be worth something. And the way things have leaked out of this Administration, don't you think that would have come out sooner?
