The Empire of Benin one reminded me of Virginia's flag:
If you didn't know Latin, you could also interpret it as "Obey or else". But it actually means "Thus always to tyrants". So it does make some sense. And apparently the same basic design has been in the flag since 1776, and the exact design since 1861, before the Civil War, so it's been around for a long time.
