If Financial, I go for Pottery. If not, Agriculture if I don't have it yet.
If I have Agriculture, then I go for Animal Husbandry for the Chariots, especially if I discover Pigs or Sheep. They make great barb-killers and can even defend against enemy axemen incursions. If no Pigs or Sheep, then I go for Meditation, then Writing.
I rarely go for Fishing unless my capital has a Fish or Crab in it, and even then I delay a bit. I can use Agri for lots of cities. Fishing only works for coastal cities, maybe even just one square.
However, I can see where an early Archery could be necesary.
