Pt. 1 (*)
Spoiler :
* - All civilizations denoted by the asterisk have appeared as default civilizations (Vanilla, without expansions or DLC) in all five previous installments of the Civilization series. As such, I've deemed them "mainstays" and decided that any realistic roster for a modern Civ game would probably not drop any of these. As well as forming a long-standing part of the culture surrounding the game, they encompass most of the game's biggest markets (China, Japan, Western Europe, and North America). The reasoning for the leaders I selected for the "mainstay civs" is as follows:
  • Lincoln: The 16th President of the United States has headed the American civ on a few previous occasions in this series. As one of the most revered American presidents, and one who is emblematic of what America thinks of as its core values ("government of the people, by the people, for the people", a phrase which he coined) Lincoln is an iconic and fitting choice for the Land of the Free.
  • Cuauhtemoc: Although 11th Tlatoani enjoyed a briefer and less glorious reign than that of some of his predecessors, Cuauhtemoc has forever been remembered as a symbol of the Aztec Triple Alliance and of indigenous culture and resistance in Mexico. His symbolic importance for this civilization makes him a fitting leader for the Aztecs. (And enough with the Moctezumas already! :P )
  • Wu Zetian: Though she was already featured as China's leader in Civilization V, I felt that Wu Zetian, as one of the most remarkable statespeople and figures of China's very long history (in part by dint of being China's only Empress-Regnant ever), deserved to maintain her place.
  • Hatshepsut: Another Civ alumna like Lincoln, Hatshepsut was one of the few female pharaohs of the Two Lands of Egypt and committed to extensive building projects during her reign. Despite attempts by later rulers to excise her name from the historical record, Hatshepsut left a mark on the history of her civilization.
  • Victoria: You'll notice that I've emended the English civilization to Britain. England in this series has always borrowed much of its unique abilities, units, and assets more from the United Kingdom than its period as a separate entity. I thought it was a little silly to attribute the contributions of the Scottish, Welsh, and others solely to the English, so this primarily cosmetic change seemed justified. Any way: Queen Victoria presided over the British Empire at its height and gave her name to a whole epoch of world history. The Civ VI team made a good choice with her, and I'll stand by it.
  • Richelieu: Honestly, I feel that Caterina de' Medici is an interesting choice, but as her name betrays pretty quickly she was an Italian. I felt a more appropriate choice was Cardinal Richelieu, who acted as Chief Minister of France and led its policy during much of the Thirty Years War. Although a man of the Church, Richelieu shrewdly sided against other Catholic powers in a sort of early Realpolitik, while at the same time patronizing France's legendary culture. It would be nice to have a non-royal leading the French civ for once and, not to mention this #iconic look...

  • Barbarossa: No complaints from me here. Good to see someone who isn't Frederick or Bismarck in charge of the Germans.
  • Themistocles: This one's a pretty novel choice for the Greeks. A great populist leader of Athens, Themistocles served as a Strategos in the defense of Greece from the Achaemenid Persians and vastly expanded the Athenian navy, setting the stage for its eventual predominance in the Aegean Sea. However, his enemies both in Sparta and at home in Athens conspired to discredit him, forcing him into exile, eventually dying in disgrace in Asia Minor. Despite his complicated legacy, his image was rehabilitated by later historians, and he is seen as a critical player during a turning point in Ancient Greek history.
  • Ashoka: Once a conqueror, the great Mauryan emperor Ashoka embraced Buddhism and non-violence, ruling his lands with an eye for spirituality and constructing great works. I always enjoyed him in Civilization IV and felt that India could use a bit of a break from Gandhi for once. :)
  • Hojo Tokimune: As with Barbarossa, no objections from me. Tokimune is a lesser-appreciated figure from Japanese history who I hope will be done justice in Civ VI.
  • Trajan: Ditto.
  • Catherine the Great: What can I say? Civs IV and V left me with a soft spot for the lady.


Pt. 2 (Others)
Spoiler :

  • Mexico: I enjoy the fact that V and VI have both chosen to include Brazil, but the remainder of Latin America has been criminally underrepresented in the Civ franchise so far. As a going cultural force in North and Central America, Mexico seems like a logical choice for me to include. Mexico could benefit from tourism and archaeology, while maintaining a robust military tradition to defend itself from land-hungry enemies. Benito Juarez was born to a peasant family of Zapotec descent, but managed to ascend to political office, resisting the dictator Santa Anna, before achieving the highest office in the nation: the presidency. Juarez heroically led the Mexican defense and resistance against the Franco-Austrian "Second Mexican Empire", eventually ousting the foreign monarchy. He has forever been remembered as a national hero, the city of Oaxaca, capital of the state he once governed, being appended with "de Juarez" in his honor.
  • Haiti: Well this wasn't alphabetical at all, but I'm sticking with it. Not just another Latin American civilization, but another predominantly-black one, and on top of that a Caribbean nation, which has yet to be represented in this franchise. Once among France's most cruelly oppressed colonies, Haiti's slaves rose up to become the first free black republic in the world, and only the second independent republic in the Americas since the beginning of colonization. Leading the charge was Toussaint Louverture, a brilliant military commander and inspiring leader. Despite being betrayed and dying in prison abroad before independence was achieved, Louverture remained an iconic figure in the worldwide struggle against slavery in the coming decades, and continues to be celebrated today. Haiti's rich agriculture will make it a strong tall-builder and grower, capable of exporting cash crops to the rest of the world. Haiti will favor freer civic choices and shun civilizations which keep slaves or oppress city states and have a strong diplomatic presence in the late game.
  • Inca: The nation of Tawantinsuyu has been a long-standing component of the Civilization series, but has not always been included in the base-game. I see no reason not to include another strong, indigenous civilization to keep South America covered.
  • Persia: Everyone's favorite du jour. ;) Not quite achieving my "mainstay" requisite of five appearances (at a mere four) Persia is nonetheless a surprising omission in the current Civ VI roster, which I feel to be a bit of a disservice to one of the oldest civilizations on Earth. I reimagine the Iranians on more of a Sassanid than Achaemenid pattern here, bringing in the just and ambitious Khosrow I as a potential leader.
  • Spain: I was actually pretty shocked that Spain wasn't a more common Vanilla choice in previous installments. They are an obvious inclusion as the builders of one of the longest-lasting imperial legacies on the planet, and Isabella is likewise almost a shoe-in.
  • Sokoto: Previous installments have picked Mali and Songhai as the medieval-early modern choices for the West African region. I instead thought a neat inclusion would be Sokoto. One of the last of the West African empires, and perhaps the largest at upwards of ten million souls, the Sokoto Caliphate was founded at the dawn of the 19th Century by the holy warrior and scholar Usman dan Fodio. Although the Caliphate lasted only a century before being subsumed by the growing British Empire, in its time Sokoto saw a vast expansion of schools and markets in its territory, as well as a flourishing of Sufi philosophy. The foundation of Sokoto in a jihad triggered many similar events across the region, changing the face of West Africa. This civilization would enjoy powerful religious bonuses, supporting its expansion with a strong foundation for trade and research. It could perhaps also influence dramatic upheavals in neighboring city states or weaker civilizations, emulating the wave of upheavals the real Caliphate inspired.


Thoughts
It really is tough to make decisions when you come down to the "crunch time" when, surprise! you only have four slots left and a whole world of variety to choose from. Twelve of the eighteen slots are the "mainstay" civs which have appeared in all five previous installations and which I found no decent reason to remove. Seven of the eighteen are European civs, which I found a bit disappointing, but between the mainstays and the obvious inclusion of Spain there wasn't much wiggle room there. I like the idea of Haiti, but for the sake of parity (there are an awful lot of American civs here and only one Sub-Saharan one) it could be traded out for actual Civ VI's Kongo, which I like.

I was saddened to leave Australia, Ethiopia, and the Maya behind in the last round of eliminations, and not to have a chance to add any of the native nations north of the Rio Grande. My first choice probably would have been the Apache.

Ah, to have two expansions' worth of content on my hands...
 
Nice presentation, Gruekiller. And, while I would like nothing more than to play as my own country, I think it wouldn't be easy to convince Firaxis to include Mexico with all the amazing Mesoamerican civs that could be included instead. People are already complaining about including Brazil because it's post-colonialism. As for Cuauhtémoc, I'd personally prefer to see Itzcoatl lead the Aztecs instead of Moctezuma, someday. :D
 
Let's have some fun! We've gone back in time. You've been put in charge of selecting the roster for vanilla Civilization 6. Who would you choose? But there's a twist! Your bosses have given you some requirements you must meet, so it's not just up to your personal preference.

Here are your criteria:

1. You have 18 slots
2. You must represent all four of the below eras


3. You must represent at least 5 of these 6 regions (to make discussion easier I'll go ahead and define some, I don't pretend these are the best but it will make it easier)

4. You must cater to your biggest markets (let's arbitrarily say any country representing over 10% of the customer base MUST be represented which seems reasonable, others are up to your judgment)

5. Each civilization must be regionally or globally significant (define significant as you wish)

I think these criteria are reasonable and that Firaxis actually takes them into account in some form, and are useful in providing objectives beyond personal taste...which is not how Firaxis chooses all their civs.

I'm sure there are other criteria that could be added, but this seems like enough. I purposefully left out the "core civs" as a requirement.

Can you come up with a roster you find satisfactory under these constraints?

I applaud your choice of Turkey. I would have done the same thing if I'd tried to include the Turks in my list, since I find it a little more sensible to include the Seljuks et al. and the modern Turkish state in any Turkish civ, not just the Ottomans.

Ones that missed the cut were Vietnam (a little too much in the Chinese sphere / domination for Civ-ness), Khazars (too brief on the world stage), Bulgaria (a little on the small side), Phoenicia (I decided was better represented as city-states + Carthage), Armenia and Israel (exactly what city-states represent in the game: small states jockeyed around by other powers).

I also consciously avoided leaders who were World War I or more recent to avoid too much controversy, and had 20% of the leaders be female.

Looking at that chart, you can really understand why so many people here always request Canada is added! I was really surprised by Russia being so high. I still reckon Germany is a more important market than Russia though (games will be sold for a lot more there).

However, it is worth noting that steam may not be completely representative of sales- for example, people in Japan and Korea may more often purchase games through other means.

Personally I mostly like the current roster, but if I had chosen (forgive me if I have forgotten something obvious) these would be what I would have gone with:

Americas:
USA is by far the largest market, so it felt pretty obvious to have the US represented. The other choices were a bit tougher, though. I knew I wanted (at least) one Latin colonial, and (at least) one indigenous civilization for the new world, but I also wanted to break from the regular pattern. Alas, going with Aztecs and Brazil just made sense, with Brazil being the biggest market in Latin America, thus excluding any indigenous civ from SA. Which left me with a CA slot, of which Aztec Empire fit the best; the Maya and Olmec were to fragmented civilizations in OTL.

Europe:
In order to repress the Eurocentric themes, I only gave my home continent four civs to share, with each quarter of Europe got some kind of representation. Looking at the stats, it looked pretty clear to me that the UK should get the top priority when it comes to representation. Germany and France, I thought, had to much of a central position geographically speaking, so I ditched them and replaced them with Denmark and Latium respectively. Seing how geographicallly peripheral and historically important Russia as been in Eastern/Slavic Europe, the fourth slot was a no-brainer.

MENA Region:
I was actually only going to have two civs from this region, in order to not pass the 18 civs limit. But when I finished sorting, I found I had only assigned 16 slots, so I decided to assign two more for North Africa and Middle East. I decided for this region, to split the slots chronologically, in this case by the advent of the Abrahamic religions, which I consider to be a rather important event in world history.

Sub-Saharan Africa:
Again, for the sake of evenly spread civs, I went with three slots placed in Sahel, Horn of Africa and Congo Basin respectively. I purposefully skipped southern Africa.
