I think we've been here before.
The essential elements of defining a terrorist are:
- being carried out other than by a legitimate government
- actions carried out in order to bring out political, religious or social change through the use of violence or threat of violence
A government can never be a terrorist entity by definition, although it can do the same things as a terrorist (and some governments often do).
Whether civilians or soldiers are killed is irrelevant - as is the intention of the terrorist, as long as it includes that of instilling fear and compliance.
Other rules:
1 Winning terrorists are generally not called terrorists once they have won;
2 Terrorists we approve of are called freedom fighters;
3 Terror tactics by governments we disapprove of are called 'serious human rights violations';
4 Terror tactics by OUR government or one we approve of are called 'collateral damage' or 'a measured response'.
