"diplomatic access" is a new thing in civ6 that determines how much information you get about a certain civ. The more access you have, the more info you will get about that civ. You can raise access by sending a delegation (cost gold), sending a trade route, etc.

In this screenshot, it shows you what information you will get based on your current level of diplomatic access as well as how to raise or lower it.
