What should people be "entitled" to?

You think of prostitution as a right of the client issue? That's a rather disturbing and dangerous notion of entitlement.

No I was responding to the OP that sex itself should not be a right that the government guarantees, but I do think the government should legalize prostitution to make sex more easily accessible to people. It also allows those who wish to become prostitutes to conduct a legitimate business without having to worry about being arrested or abused by some sleezy pimp.
