What to do with useless AI cities?

To take Washington, all you need to do is build about 7-8 catapults. Turn 1: walk in. Turn 2: knock down the defenses to 0%. Turn 3: barrage with 4-5 catapults.

All those riflemen will be down to about 5 health. Your cav can take them easy.

Raze them both, can always build one of your own cities there if you need the iron and your borders arnt going to cover them quickly enough.

I doubt you'll be able to culturally capture their capital city, so military is a must. Definitely stack the cannons and let them rip! They are relatvely cheap and collateral damage is simply too good to ignore. Note that they have cannons too so avoid stacking your units up too much either.

I'll raze both cities too, but focus on Washington first, get it, then send a few to raze those 2 cities.
