I dont know if this should be in history forum, because it can apply to modern era as well.

Anyway, for modern era my vote is saudia arabia.

But the worst in history? The greek city state of Athens no doubt!

Women were just tools for procreation basically. And a greek philosopher once made a quote critisizing a greek tyrant for actually "loving" his wife.

All real sexual pleasures came from homosexual activities in Athens.
