Anyone else think it's time to give a modern NES a try again? This time perhaps more low-budget to avoid the hell of moderating a realistic modern NES.

See Daftpanzer's current NES. Pretty good combination of low budget and quality; certainly an example to be followed. You may even use the MDS mod as he used the Road to War scenario.
