I'm confused? Doesn't the game ship with 18 civilizations, plus Aztec as a pre order bonus? Have all the civs not already been announced? Has the number changed? Am I a moron?

They would be an interesting civ – would declare war on the first contact and wouldn't be able to make peace (Agenda: Always War) when led by Penthesilea.

Or you would not be able to stop trading with them even at war times, and they would get trade bonuses from each known civ, when led by Jeff Bezos (Agenda: Global Marketplace).
