Why cant I win on this map?

[Squarg]

Next to the oasis south of the capital, overlapping rice and hills. I placed it so I could:

- work iron immediately instead of waiting for obelisk and border pop
- get fresh water bonus from oasis
- switch rice and hills between the two cities as needed

PS. look up the save

I used solvers patch so it doesn't work... I need to reinstall BTS

Reinstalling sounds like too much trouble.
